(1) Upon referral of a complaint for investigation,
the arbitration committee shall make a prompt and full
investigation of the matters complained of and report its award
to the director within sixty days of such referral or such later
date as parties may determine or as may be required in subsection
(3) of this section.
(2) The report of the arbitration committee shall include,
in addition to its award, recommendations as to costs, if any.
