(1) Said flood
control districts shall have full authority to carry out the
objects of their creation and to that end are authorized to
acquire, purchase, hold, lease, manage, improve, repair, occupy,
and sell real and personal property or any interest therein,
either inside or outside the boundaries of the district, to enter
into and perform any and all necessary contracts, to appoint and
employ the necessary officers, agents and employees, to sue and
be sued, to exercise the right of eminent domain, to levy and
enforce the collection of special assessments and in the manner
herein provided against the lands within the district, for
district revenues, and to do any and all lawful acts required and
expedient to carry out the purpose of this chapter.
(2) In addition to the powers conferred in this chapter and
those in chapter 85.38 RCW, flood control districts may engage in
activities authorized under RCW 36.61.020 for lake or beach
management districts using procedures granted in this chapter and
in chapter 85.38 RCW.
