(1) Sections 3 through 18 and 26 of this act take effect July 1, 2008.

     (2) Sections 2 and 19 through 25 of this act are necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and take effect immediately [May 8, 2007].
