The director of general
administration shall appoint and deputize an assistant director
to be known as the state purchasing and material control
director, who shall have charge and supervision of the division
of purchasing. In this capacity he or she shall ensure that
overall state purchasing and material control policy is
implemented by state agencies, including educational
institutions, within established time limits.
With the approval of the director of general administration,
he or she may appoint and employ such assistants and personnel as
may be necessary to carry on the work of the division.
