Each agency subject to the provisions of
this chapter shall:
(1) Prepare an employee training and career development plan
which shall at least meet minimum standards established by the
director. A copy of such plan shall be submitted to the director
for purposes of administering the provisions of RCW 41.06.400(2);
(2) Provide for training and career development for its
employees in accordance with the agency plan;
(3) Report on its training and career development program
operations and costs to the director in accordance with reporting
procedures adopted by the director;
(4) Budget for training and career development in accordance
with procedures of the office of financial management.
