The definitions
set forth in this section apply throughout this chapter, unless
the context clearly requires otherwise.
(1) "By mail" means delivery of a completed original voter
registration application by mail to the office of the secretary
of state.
(2) For voter registration applicants, "date of mailing"
means the date of the postal cancellation on the voter
registration application. This date will also be used as the
date of application for the purpose of meeting the registration
cutoff deadline. If the postal cancellation date is illegible
then the date of receipt by the elections official is considered
the date of application. If an application is received by the
elections official by the close of business on the fifth day
after the cutoff date for voter registration and the postal
cancellation date is illegible, the application will be
considered to have arrived by the cutoff date for voter
registration.
