(1) It is the intent of the
legislature that only individuals who meet and maintain minimum
standards of competence and conduct established under this
chapter for certified, licensed, or registered real estate
appraisers may provide real estate appraisal services to the
public.
(2) It is the further intent of the legislature to provide
for the proper supervision and training of new entrants to the
appraiser profession through the implementation of the
state-registered appraiser trainee classification.

Effective dates -- 2005 c 339: "(1) Sections 1, 2, 4, 7, 9,
13, 20, and 22 of this act are necessary for the immediate
preservation of the public peace, health, or safety, or support
of the state government and its existing public institutions, and
take effect July 1, 2005.
(2) Sections 3, 5, 6, 8, 10 through 12, 14 through 18, and
