OFFICE OF ECONOMIC DEVELOPMENT AND POLICIES FOR ECONOMIC DEVELOPMENT AND EMPLOYMENT

2.45.010 Economic development policies and actions.

The city of Lynnwood shall implement the following policies and actions:

A. Develop a local long-range economic plan with special attention given to fostering public/private partnerships in commercial and regional commercial areas and with newly recruited enterprises.

B. Support the growth and development needs and requirements of existing commerce and industry within the local community.

C. Concentrate on attracting new commerce and industry that will diversify and vitalize the local economy while paying a family living wage.

D. Enhance the economic health of the community by identifying areas where future economic activity and growth is intended or desired to occur including redevelopment of specific areas or sites.

E. Assure that there is sufficient buildable land for commerce and industry consistent with the land use element of the comprehensive plan and in urban growth area. Sufficient land shall be zoned within the urban growth area to accommodate commerce and industry for a 20-year planning period.

G. Assure that infrastructure is in place to accommodate orderly growth for the next planning periods.

H. Plan and prioritize capital facilities needed for economic development. Establish funding priorities for infrastructure projects to further economic development.

I. Coordinate economic activity with transportation and land use policies that support successful implementation of the economic development element.

J. Coordinate with local educational institutions, so that workers can enhance their current working skills or retrain for other employment opportunities, including educational programs that meet the specific needs of local employers.

K. Review the economic impacts of regulations, plans and policies on the future vitality of the economy. Reduce both the burdens and costs of government regulations on the future development of residentially and commercially zoned land. Ensure a fast, predictable and reliable permit approval process.

L. Ensure that economic development policies are consistent with other public goals and provide predictability for location of future growth and opportunities for economic development.

M. Establish, revise, or review annually a resolution concerning collaborative efforts, relationships, and communications with the South Snohomish County Chamber of Commerce, Snohomish County Economic Development Council, and successor or similar organizations in regard to economic development activities.

N. Establish, revise or review annually a resolution outlining those issues which comprise Lynnwood’s state legislative program regarding creating and enhancing economic development programs, tools, and funding for cities, including the use of taxes to offset the costs of development and sharing of tax sources and incentives to fund capital facilities and infrastructure associated with economic development.

O. Develop, implement and evaluate an ongoing tourism marketing plan. (Ord. 2320 § 1, 2001)

2.45.020 Establishing the office of economic development.

There is hereby established the office of economic development. Its duties and responsibilities shall be to develop and implement such programs and activities necessary to implement the policies and resolutions as outlined in LMC 2.45.010. This office shall serve as a catalyst for economic development within our community. The office of economic development shall also include those programs and activities associated with a tourism marketing program for the city. (Ord. 2320 § 1, 2001)

2.45.030 Establishing the position of economic development director.

There is hereby established the position of economic development director. The economic development director shall be appointed by the mayor, subject to a city council confirmation process in Chapter 2.06 LMC which includes, but is not limited to, a majority vote of the city council. The economic development director shall hold the appointment at the pleasure of the mayor. It shall be the duty and responsibility of the director to manage and oversee all programs and activities of the office of economic development in an efficient and effective manner. 2.45.035 Project/tourism manager.

The position of project/tourism manager shall be responsible for managing the tourism marketing program and assisting the director of economic development with special projects. (Ord. 2320 § 1, 2001)

2.45.040 Funding the positions and office of economic development.

Beginning in the year 2001, a budget formula shall be established using a mix of general fund, Fund No. 101 hotel/motel taxes, and other program funding to support the office of economic development for a period of at least five years. (Ord. 2320 § 1, 2001)

2.45.050 Compliance with the Lynnwood Performance Measurement and Results Act.

Each program or service established in this chapter, together with any program or service hereafter established for, or assigned to, the office of economic development shall comply in all respects with Chapter 2.70 LMC, Performance Measurement and Results. (Ord. 2320 § 1, 2001)
