We, the undersigned, Freeholders of the City of Everett elected on the 7th day of November, 1967, pursuant to the laws of the State of Washington, for the purpose of preparing a new Charter for the City, do hereby certify that the foregoing Charter has been prepared by us and is hereby submitted as the Charter for the City of Everett.
