WATER UTILITY COORDINATING COMMITTEE

2.97.010 Established—Purpose.
The water utility committee for the city water system is established for the purpose of advising the city council regarding the planning, financing and implementation for future major capital improvements to the Everett water system which affect water service to regional customers outside the city, including but not limited to determination of service areas, location, sizing, and other technical input regarding filtration facilities. 2.97.020 Composition.
This committee shall be an informal agency advisory committee, not established pursuant to Article V of the Everett City Charter. Membership shall consist of one representative from each of the following agencies and customers of the city water system:
Department of Social and Health Services;
Snohomish Health District;
Snohomish County;
Water utilities coordinating committee for the North Snohomish County Coordinated Water System Plan;
The owner and operator of the wood products mill located at West Marine View Drive (currently Kimberly Clark Tissue Company);
Alderwood Water District;
City of Edmonds;
Mukilteo Water District;
City of Lynnwood;
City of Mountlake Terrace;
Public Utility District #1 of Snohomish County;
Silver Lake Water District;
City of Snohomish;
City of Monroe;
plus one representative of all other customers. Each representative may designate alternates to attend meetings and otherwise serve in his/her place.
The committee shall elect its own chair and establish its own rules of procedure; provided, that there shall be an ex officio representative of the city who shall serve as permanent secretary and coordinator for the committee. The representatives of the committee shall be appointed by their respective agencies and the “other customers” representative shall be appointed by the other committee members.
