2.94.010 Purpose.

A human needs advisory committee shall be formed to make recommendations to the city council for the allocation of these funds annually. (Ord. 1555-89 § 1, 1989)

2.94.030 Committee responsibilities.

The responsibilities of the human needs advisory committee shall be to:

A.    Annually prioritize human needs within the community, i.e., basic needs, children, homeless, and developmentally disabled, to be reviewed with the council. This prioritization will be completed in the fourth quarter of each year and will guide allocation of funds for the succeeding budget year and provide an opportunity for greater impacts of priority needs;

B.    Meet annually for the purpose of considering applications for human needs funds; and, meet as needed to consider possible emergency allocations;

C.    Consider all requests from qualified agencies, prioritizing requests in the order of emergency or immediate need;

D.    Conduct interview sessions with qualified applicants when the committee deems it necessary which may include unannounced on-site visits;

E.    Discuss and vote on recommendations for allocation of moneys to requesting agencies, and submit a resolution to council with recommendations for funding awards;

F.    Notify qualified agencies of funding awards. (Ord. 1555-89 § 3, 1989)

2.94.040 Committee guidelines.

The committee shall consider the following guidelines in their consideration of requests for human needs moneys:

A.    Only agencies who qualify for IRS 501 (C)3 non-profit status may apply for funding.

B.    Priority consideration shall be given to those programs which provide a service to address basic human needs.

C.    Priority consideration shall be given to those programs which apply requested funds to a direct public service rather than to the administration of a program.

D.    Consideration shall be given as to the size of the population who will benefit from a program.

E.    Agencies are only eligible to receive funding from one city funding source per program annually. (Ord. 1555-89 § 4, 1989)
