When the provisions of city ordinances require the confirmation by the city council of any mayoral appointment, whether to a board or commission established by ECC Title 10 or of a public officer in accordance with provisions of ECC Title 2, such confirmation shall be expressed by the affirmative vote of four members of the city council.
