CLASS SPECIFICATION
TELECOMMUNICATIONS SPECIALIST 2321

GENERAL PURPOSE:

Plans, organizes, schedules and produces municipal cable television programs, newsletters, and related public information materials. Performs related work as assigned.

CLASSIFICATION SUMMARY:

The Tele-Communications Specialist manages the day-to-day activities for the City's broadcast scheduling and video production of Pullman City's Government Access Television Channel. The incumbent collects and stores informational material, video and promotional pictures for use in the production of programs, announcements, and public information material. This is a specialized technical position under general supervision of the Public Services Director. This position may supervise the work of interns and volunteers to increase video and production activities.

ILLUSTRATIVE EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manages the daily operation of the City's cable television channel including the production and direction of live and taped programs, including gavel-to-gavel government meetings coverage, coverage of remote events, studio talk shows, training video tapes, public service announcements, and documentaries; oversees the development and production of material for the electronic reader board bulletins; supervises program development and coordinates video projects with city personnel and elected officials.

Researches, develops, schedules and produces video programming; assumes direct role in program production for both studio and remote productions; conducts research interviews content experts to gather base and technical information, develops story and program outlines, shoots, edits, directs and develops scripts for training videos, documentaries, short-form video projects and other programming; designs graphics for production; sets-up audio/visual and P.A. equipment and trains staff in its use.

Develops and recommends programming and operating policies and procedures; develops manuals, establishes fee schedules, and makes recommendations on annual production budgets and Capital Improvement Projects related to the government access channel and programming; researches television production and design facility technology to plan for future expansion and operational needs; purchases, installs and performs minor maintenance, preventative maintenance and service repairs on television station equipment.

Prepares informational materials relative to municipal functions; writes, edits, and designs municipal publications, including the employee and city newsletters, and other informational materials.

Serves as city representative for public information projects and committees.

Supervises, trains, assigns and evaluates the work of production staff, assistants and volunteers.

Attends work on a regular and dependable basis.

Interacts in a professional and respectful manner with city staff and the public.

OTHER JOB FUNCTIONS:

Performs Parks and Recreation front office support duties including disseminating information and serving as emergency replacement for support staff.

Performs other related duties as required.

SELECTION FACTORS:

Knowledge of:

¬ Television station management and operation;

¬ Principles and practices of cable television production and programming;

¬ Television production equipment, including maintenance and minor equipment repair techniques;

¬ The principles, technology, and operation of cable television communications systems;

¬ Federal, state, and local broadcast laws, codes, and regulations;

Ability to:

¬ Operate professional television video equipment including cameras, mobile-production equipment, lighting and audio recording instruments, VCRs, audio boards, video test equipment, microphones, amplifiers, speakers, monitors and computers;

¬ Plan, write, shoot, direct, interview, edit, and produce video programs;

¬ Write, edit, and design municipal publications and informational materials;

¬ Organize work to meet deadlines;

¬ Communicate clearly and concisely, both orally and in writing;

¬ Exercise good judgment, courtesy, and tact with staff, public, media, and other agencies;

¬ Work independently with little direction;

¬ Physically perform the essential function of the job, including lifting objects weighing up to fifty pounds.

MINIMUM QUALIFICATIONS:

(Persons applying for a position of this class should have any combination of the following experience and training.)

Two years of responsible experience operating television and video equipment including cameras, mobile production equipment, lighting and audio recording instruments, monitors, and computers. One year of experience directing and producing cable television programming. Associates Degree or the equivalent in Television Production, Communications, Journalism, Public Relations, or a related field is required. Any combination of education or experience which would provide the required knowledge, skills and abilities would be qualifying.

TOOLS AND EQUIPMENT USED:

Video cameras, video cassette recorder, video tape recorder, eight channel switcher, character generator, PC to TV signal converter, supplemental video capture and manipulation cards and software, audio mixer, lighting kit, overhead and slide projectors, digital cameras, audio P.A. systems, microphones, amplifiers, and monitors.

WORK ENVIRONMENT:

Work is primarily indoors but is subject to working outdoors in all kinds of weather conditions. Work involves sitting, standing, kneeling, bending, and requires manual and finger dexterity. Must be able to see and hear well enough to perform the essential functions of the job.
