CLASS SPECIFICATION
INFORMATION SYSTEMS SPECIALIST (Police Department) 3309

GENERAL PURPOSE:

Develops, manages, and maintains the department's computer inter- and intra-network systems designed to meet the specialized needs of law enforcement personnel. Provides technical and operational support to users and coordinates computer system equipment, processes, programs, budgeting, and purchasing.

CLASSIFICATION SUMMARY:

The primary function of an employee in this class is to provide computer support to the Police Department, including user training, operation, implementation and maintenance of both hardware and software computer equipment. Position requires coordination with vendors, consultants, independent contractors, and city staff. May serve as staff liaison to the City's Information Systems Committee or Manager. Advises and/or trains police department staff on computers and information systems; makes recommendations to the Support Services Manager and /or Chief of Police on policy matters regarding the information and computer systems of the department. Work is performed under the general direction of the Support Services Manager who reviews work performance for the effective functioning of the department's computer systems and associated hardware, software and LAN/WAN peripherals.

ILLUSTRATIVE EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES:

Serves as network technician for department's Local Area Network (LAN) and Wide Area Network (WAN) hardware and software, including Netware and Windows network operating systems LAN/WAN, routers, bridges, data switches, print-sharing devices, modems, multiplexors, hubs, and fiber optics receivers and transceivers.

Responsible for diagnosis, installation, up-grade and/or troubleshooting department's personal computers and peripherals. May perform basic on-site repair of equipment, or coordinates repair through outside vendors or consultants.

Researches, procures, installs, and/or up-grades software programs necessary to meet or improve departmental operations. Provides support to end users in the installation and operation of such programs.

Develops, monitors, and maintains system security protocols for department's computer operations. Creates and administers user profiles, passwords, and user menus allowing user access to electronic mail (e-mail), other applications, and data. Provides training and technical assistance to computer system users.

Consults with the City's Information Systems Committee and Manager and departmental staff to determine user needs for new or revised computer systems and applications, and/or operations and procedures. Determines technical requirements, conducts cost-benefit analysis, and prepares recommendations. Develops budget requirements for maintaining, improving or up-grading department's computer operations including hardware, software, and other peripherals.

Advises management and staff regarding policies for complying with licensing requirements, safeguarding computer operations, E-mail, Internet use, data collection and dissemination, and confidential information.

Analyzes, detects, and resolves user difficulties including hardware and software malfunctions related to data input, retrieval, or report generation.

Attends work on a regular and dependable basis.

Interacts in a professional and respectful manner with city staff and the public.

Assists City's Information Systems Manager in technical work on other city department computer-related needs.

OTHER JOB FUNCTIONS:

May perform the functions of other support services personnel on an as needed basis. Performs other tasks as assigned.

SELECTION FACTORS:

Knowledge of:

¬ Office automation, data processing, and management information systems;

¬ Netware and Windows network operating systems; some experience with UNIX systems;

¬ LAN/WAN and TCP/IP protocol and IPX/SPX protocol;

¬ Software applications and systems, preferably related to law enforcement.

Ability to:

¬ Manage multiple tasks and projects simultaneously;

¬ Communicate effectively with product vendors and technical consultants;

¬ Provide excellent customer service and user training;

¬ Install software applications;

¬ Install, troubleshoot and/or repair malfunctioning PC systems, system applications, and other peripheral equipment;

¬ Read, analyze, and interpret technical journals, financial reports, operating and procedures manuals;

¬ Train end-users in the effective use of computer and peripheral equipment and software applications;

¬ Communicate orally and in writing;

¬ Exchange complex information, think creatively, solve problems, negotiate, persuade, make decisions, use discretion, train and advise others regarding data resources and computer operations;

¬ Manage own workload and meet deadlines;

¬ Physically perform the essential functions of the job.

MINIMUM QUALIFICATIONS:

(Persons applying for a position of this class should have any combination of the following experience and training.)

Associate Degree in computer science or related field plus two years experience in systems administration, network operation and management, including protocols and configuration techniques in a multi-site network environment; or an equivalent combination of experience and training in computer networking systems.

Office machines and equipment including personal computers, printers, scanners, telephones, fax machines, copiers, calculators, and other related equipment.

WORK ENVIRONMENT:
