JOB DESCRIPTION
Title: TAX ROLL DEPUTY
Department: TREASURER
Appointment: This is a regular, full time, non-exempt, Union (Local 792CH) position.
SUPERVISOR RELATIONSHIP:
The Tax Roll Deputy reports to the Administrative Assistant, and maintains close working relationships with administrative and other personnel, public agencies, and the general public. This position works under the guidance of State and Federal regulation, and County policies and procedures.
JOB SUMMARY:
The Tax Roll Assistant is responsible for answering telephone calls regarding taxes, interest/penalty, ownership and segregation changes. This position is also responsible for supplement batches, ownership changes, and all mortgage company tax accounts.
ESSENTIAL FUNCTIONS:
25% Answering incoming telephone calls concerning tax inquires, interest/penalty payments, ownership and segregation changes
- Answer questions on taxes and assessments, ownership, segregation changes, and land descriptions.
- Compute interest and penalties on delinquent County taxes, special assessments, and excise tax affidavits.
- Prepare tax and special assessment statements for title companies, attorney offices for payments received at later dates.
- Verify tax amounts with mortgage, escrow companies, and taxpayers before receiving payment.
- Enforce collection of advanced personal property tax when property is being sold using current levy rates and values.
- Direct attorneys, title companies, and taxpayers in proper procedures and rules for excise affidavits according to RCW’s and WAC’s.
- Advise taxpayers and other interested parties of total payoff amounts on foreclosure properties.
- Compute yearly payoff amounts for sewer ULID accounts on telephone inquires.
25% Responsible for supplement batches and ownership changes for Kittitas County, including segregations, combinations, supplements, cancellations, and refunds
- Review supplement batch printouts from assessors office showing changes in tax amounts, values, legal descriptions and owners.
- Calculate new tax amount according to current levy rates and assessed value breakdown, balance with supplements printout.
- Input changes into computer system then distribute corrected statements.
- Process senior citizen/ disable person refund forms for taxpayer who qualify and issue checks with letter of explanation.
- Run modify batch report and balance with supplement batch printout.
- Update parcels with correct affidavit numbers and memos.
- Advise the irrigation district of any ownership changes to enable them to keep current ownership records.
- Prepare tax statements for the new owner if the taxes have not been paid in full and send for payment.
- File completed ownership forms for future reference.
20% Responsible for all mortgage company tax accounts, computer maintenance, billing, and corresponding with each mortgage company and tax service that Kittitas County services.
- Systemize and input mortgage codes, loan numbers and date of changes on computer for each parcel using mortgage lists.
- Check parcels for delinquent taxes and notify mortgage company or tax service of non-payment.
- Distribute statements to mortgage companies or tax service annually, or when requested by either entity.
- Correspond with mortgage company as to additions or deletions. Answering any inquires regarding mortgage codes.
- Issue refund checks to mortgage companies when overpayments have occurred.
- Adjust computer records as directed by the mortgage company as to loan number changes or transfers of loans.
- Search excise tax records and previously paid tax receipts for any notification of mortgage company payments.
- Verify mortgage company payments before processing taxes to check for errors on mortgage lists.
- Maintain files on all mortgage companies and tax service payments, refunds, and correspondence.
- Update and distribute current mortgage company name and address lists to assessors, irrigation districts, and title companies.
15% Enter data into the computer for County taxes and special assessment payments; balancing posting information, and updating current name and address on tax receipts
- Input into computer tax payments for real estate, personal property, and special assessments using batch # and RCT. Date.
- List reports on the computer showing tax parcels, amounts posted, and totals.
- Balance posting report of taxes and assessments.
- Verify correct parcel number with RCT date and RCT number on computer printout with statements posted.
- Issue duplicate payments or overpayments to taxpayers accompanied with a letter of explanation.
- Monitor and complete address changes, updating changes in the Assessor/Treasurer computer system, also maintain a file of address changes done each year.
- Check tax receipts for delinquent taxes, and send reminder statements to taxpayers.
OTHER FUNCTIONS:
15% Perform miscellaneous duties in the office
- Issue mobile home movement permits and decals to taxpayers and dealers and/or collect advance tax when applicable.
- Balance cash drawer.
- Mark affidavits and conveying instruments with Treasurer’s validation stamps.
- Distribute tax and special assessments, billing twice yearly.
MINIMUM QUALIFICATIONS:
- High School diploma or GED AND one year of college level accounting or bookkeeping. Two years of fiscal experience in job related field will substitute for college level accounting/bookkeeping classes.
- Experience working with computers, word processing software, and spreadsheet software.
PREFERRED QUALIFICATIONS:
- AA Degree in accounting. Knowledge of government funding, bonds, collections, and disbursements.
- 2 years experience working in a similar position for a public agency.
WORKING CONDITIONS:
The person in this position will be required to work in an office setting with periods of standing, sitting, and kneeling. Work hours are standard with some weekend and evening work as needed. Regular attendance is required. Periodic travel will be required for ongoing training opportunities.
