Position Description
POSITION TITLE: NOXIOUS WEED COORDINATOR
DEPARTMENT: NOXIOUS WEED BOARD
APPOINTMENT: This is a full time, administrative, exempt position
SUPERVISORY RESPONSIBILITY:
The Noxious Weed Coordinator reports to the Kittitas County Noxious Weed Board (RCW 17.10.060) and maintains close working relationships with the Board of County Commissioners, administrative and other personnel, outside agencies, and the general public. This position oversees and supervises all aspects of the Noxious Weed Department. The Noxious Weed Coordinator works under the guidance of RCW 17.10, and County policies and procedures.
JOB SUMMARY:
This position is responsible for developing, implementing, coordinating, and evaluating the noxious weed program in Kittitas County. This position also prepares the annual budget, grant applications, correspondence, reports, news releases, documents, and reference materials. Other responsibilities include supervising support staff and developing training activities for professional improvement.
ESSENTIAL FUNCTIONS:
40% Develop, implement, coordinate, and evaluate the noxious weed program in Kittitas County
- Develop an integrated noxious weed management program in conjunction with landowners and Directors of the Weed Board.
- Administer the State noxious weed law as prescribed in RCW 17.10, and enforce the policies of the Board of Directors.
- Initiate and enforce procedures as stipulated in RCW 17.10.170.
- Propose annual plan of action for review by the Board of Directors.
- Prepares annual budget for department.
- Plan and conduct educational programs with WSU Cooperative Extension and advise landowners on the use of control strategies in the management of noxious weeds.
- Prepare reports and documentation as stipulated by the Board of Directors or local legislative authority.
- Apply herbicides or biological agents in the management of noxious weeds.
20% Prepare correspondence, reports, news releases, newsletters, databases, and other documents and reference materials
- Maintain records required by the WSDA, State of Washington, Kittitas County, other regulatory agencies, and the Board of Directors.
- Institute a document destruction program.
- Update technical references and resource materials.
5% Manage activities associated with the operation of the office and maintenance
- Approve expenditures for items in support of the Weed Control Board.
- Order supplies and materials used in the operation of the office, and support of its employees.
- Oversee maintenance of equipment.
25% Supervise staff and weed inspectors
- Assign duties and responsibilities for support staff and weed inspectors, along with creating schedule for work activities.
- Monitor work performance of support staff and weed inspectors, and conduct annual/seasonal evaluations.
- Interview and hire new employees.
- Evaluate the noxious weed management program on an on-going basis.
- Inspect timeliness, expenditures, and efficacy of contracted services.
5% Prepare annual budgets and grant applications
- Propose annual budget for review by the Board of Directors.
- Monitor budgetary and grant expenditures.
- Write and submit grant applications.
5% Develop training activities and professional improvement program for support staff, weed inspectors, and coordinator
- Instruct and train weed inspectors on plant identification, pesticide regulations, applications, and provisions of RCW 17.10, policies and procedures of the Board.
- Update technical competencies of support staff and weed inspectors using internal and sponsored training.
- Attend professional improvement activities to enhance technical and administrative competencies.
OTHER JOB FUNCTIONS:
Performs other duties as required to assist the County in accomplishing its mission. Is a steward of Kittitas County assets and resources setting a good standard for environmental, social and economic responsibility.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Biology, Agriculture or related field AND/OR comparable work experience.
- Ability to work independently and to assume leadership roles.
- Knowledge of pesticides, pesticide application and environmental issues.
PREFERRED QUALIFICATIONS:
- Working experience with word processing, spreadsheet, and database software packages.
CERTIFICATIONS:
- Current Public Consultant Pesticide license issued from the Washington State Department of Agriculture, or secured within 60 days of the initial date of employment.
- Commercial drivers license with an endorsement for placarded hazardous materials, or obtained within 60 days for the initial date of employment.
WORKING CONDITIONS:
This position requires a person with reasonably good health because of the common necessity to work more than normal office hours. Work will be accomplished in an office environment and will include field visits to remote work sites, projects and inspections including hiking in field terrain in all weather. Hours of work are as necessary to accomplish the responsibilities in leading the Department. They will often be longer than normal office hours, may include evenings, weekends and regular attendance is a high pre-requisite to maintaining the position.
