JOB DESCRIPTION
TITLE: HUMAN RESOURCES DIRECTOR

REPORTS TO: Board of County Commissioners

DEPARTMENT: HUMAN RESOURCES

APPOINTMENT: This is a full time, exempt, Department Head position

SUPERVISORY RESPONSIBILITY:

The HR director has full supervisory responsibility for all employees of the Department. The Director reports to the Board of County Commissioners of Kittitas County at whose sole discretion he works.

JOB SUMMARY:

The HR Director provides services and resources for the broad range of activities that make up human resource management including: classification, compensation, benefits administration, labor relations, policy and procedure development, training and development, records and systems management, employment, employee relations, performance management, and strategic planning.

The Human Resource Office is a service department for all county departments to utilize.

ESSENTIAL FUNCTIONS:

Gather information and assess resources to coordinate all human resource functions under the Human Resource Department. Perform start-up activities including initial record-keeping, review of employment practices, review HR policies and procedures. Establish departmental goals and objectives.

Develop, implement, interpret, and administer policies and procedures in accordance with state and federal regulations.

Perform employment related activities such as test development, recruitment, screening, and other selection processes compliance with state and federal employment laws. Ensure compliance with affirmative action and equal employment opportunity laws.

Determine job classification and groupings, FLSA exemption status, recommend salary levels substantiated by internal; and external equities. Assists departments to define essential functions through job analysis and the development of position descriptions. Conduct research and salary surveys to recommend salaries to the BOCC. Administer and maintain annual salary schedules, reclassifications, and cost of living adjustments. Counsel the BOCC in the development of a county-wide class/comp plan.

Administer comprehensive benefits program including medical, dental, vision, life insurance plans, retirement, deferred compensation, and other benefit related programs.

Advise employees and managers regarding effective employment relationships. Coordinates the Employee Assistance Program. Directs employee surveys on job-related issues, summarizes and analyzes data and prepares reports. Investigates and recommends direction of disciplinary actions, complaints, grievances, etc. for employing officials.

Participate in labor contract negotiations as a management resource by gathering information and resources and proposals. Provide contract administration and interpretation, provide employees and supervisors with assistance on provisions of contracts and labor relation issues.

Develop, coordinate, and conduct staff training and development programs for all personnel functions, management principals, rules, policies and procedures. Conduct new employee orientations.

Confer with department heads concerning HR forecasting and planning, organizational development and goal setting with periodic assessments of progress and attainment.

Develop and manage the county’s risk management program to involve minimizing the adverse effects of events of uncertain outcomes and simply reducing the county’s exposure to risk.

Participate in the County strategic planning process. Be a full business partner by supporting the county mission.

MINIMUM QUALIFICATIONS:

    (1) Bachelors degree from an accredited college or university in human resource management or a related field or demonstrated equivalent in formal education and experience.

  1. Three or more years of progressively responsible experience in a human resources of which one year must be in the public sector.
  2. Demonstrated expertise in communications and interpersonal skills.

PREFERRED QUALIFICATIONS:

  1. Masters degree from an accredited college or university in business or public administration or related field.
  2. Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification.
  3. Demonstrated ability to provide high quality service within constrained resources in a multi-user environment. Ability to be a positive leader with experience leading, facilitating, teaching and coaching teams of people in successful endeavors.

DESIRED KNOWLEDGE, SKILLS AND ABILITIES:

Extensive knowledge of human resource management issues, policies, programs, and regulations, including experience with recruitment and selection, classification and compensation, employee relations, performance management, risk management, equal employment opportunity, affirmative action, and ADA.

Working knowledge and demonstrated proficiency of principles of governmental organizations and public personnel administration.

Working knowledge of contract administration and negotiations.

Knowledge of fiscal programming and budgeting processes necessary to manage and to ensure that budget constraints and program timelines are met.

Demonstrated skill in public relations activities to include public speaking before large groups, conduct training sessions, writing media releases, articulating County and department goals and projects to staff, the media, the Board of County Commissioners and other governmental officials.

Ability to stay abreast of current literature, trends and developments in the human resource and government management fields.

Ability to build collaborative relationships and coalitions among elected and appointed officials, supervisory and managerial staff, and employees.

Ability to communicate effectively orally and in writing. Ability to represent Kittitas County in all forums and gatherings. Ability to establish and maintain effective working relationships with County officials, other local governmental officials, employees and the public. Communication skills are equally effective with the Board of County Commissioners as they are with peers, staff and others.

Ability to work under stress and pressure and respond to crisis or emergency situations; ability to physically perform the essential functions of the position.

WORKING CONDITIONS:

Most work will be accomplished in an office environment but will include field visits to offices, work sites and projects.

Hours of work are as necessary to accomplish the director’s responsibilities in leading the department. They will often be longer than normal office hours, will often include evenings, weekends and holidays and regular attendance is a high pre-requisite to maintaining the position.
