JOB DESCRIPTION
TITLE: Diversion/Community Service Coordinator

REPORTS TO: Probation Services Administrator

DEPARTMENT: JUVENILE PROBATION SERVICES
APPOINTMENT: This is a regular, full-time, 12 month, non-exempt position
SUPERVISORY RELATIONSHIP:
This position maintains close working relationships with administrative and other personnel, outside agencies, offenders going through the system, and the general public. The position works under the guidance of State and Federal regulations, and County policies and procedures.

JOB SUMMARY:

This position is responsible for the processing of 200+ referrals per year for Diversion. The placing of 140+ youth per year in appropriate Community Service sites. The monitoring of 90+ youth per year to insure completion of Diversion Agreements. Monitoring the compliance of 90+ court ordered and 50+ Community Service requirements to insure completion. Coordinating the Diversion program and scheduling and training 30+ volunteer board members.

ESSENTIAL FUNCTIONS:

Process 250+ referrals per year for Diversion

  • Review all referrals and police reports.
  • Determine appropriateness of Diversion for each case.
  • Process each juvenile’s casefile.
  • Explain Diversion rights and responsibilities to youths and their parents.
  • Correspond with youth, parents, attorneys, victims, and appropriate agencies on actions taken.
  • Maintain Diversion files including records of all actions taken, referrals to agencies, and correspondence. Included in the files will be forms and contracts created for use in the diversion process.
  • Collect data for CJS monthly diversion report.

Place approximately 140+ youth per year in appropriate Community Service sites

  • Interview all youth assigned Community Service to determine appropriate community service assignment based on youth’s age, skills, offense, and available sites.
  • Coordinate assignment scheduling with youth and site supervisor.
  • Prepare and maintain accurate records of all assignments and community service sites.
  • Actively maintain current Community Service sites and develop additional sites.

Monitor 90+ youths per year to insure the completion of their Diversion Agreements

  • Record all Diversion activity on State and local computer systems.
  • Refer youth to appropriate educational and or counseling services.
  • Collect payments of restitution, fines, or attorney’s fees, and deposit to trust account.
  • Review Diversion Agreements on a monthly basis and notify prosecutor of youths who are not in compliance.
  • Testify in court at Diversion Termination hearings as to youth’s compliance or non-compliance.
  • Record completions or terminations of Diversion along with notifying all relevant agencies (DOL), etc.

Insure the completion of 90+ court ordered and 50+ Diversion Community Service requirements.

  • Monitor youth’s performance at the work site and collect time sheets with appropriate signatures for work completed.
  • Record all activity of youth going through Community Service program and resolve any conflicts that may arise.
  • Advise youth that are willfully out of compliance and of possible consequences. Inform probation counselor about youths who are seriously out of compliance.
  • Update computer system with recent information, and collect data for Consolidated Juvenile Services monthly report.

Coordinate the Diversion program

  • Develop and coordinate Diversion board schedule.
  • Prepare training material and train board members.
  • Prepare Diversion packets for board use.

Supervise workstudy Community Service Supervisor

  • Train, supervise, and evaluate community service supervisors.
  • Answer questions regarding community service program.

MINIMUM QUALIFICATIONS:

Experience with juvenile care system issues. Valid Washington State drivers license. No criminal convictions. Must have excellent communication skills (both written and oral). Equivalent education/experience will substitute for all minimum qualifications except for certifications and/or licenses.

PREFERRED QUALIFICATIONS:

Bilingual skills and a knowledge of Washington State Juvenile Justice system.

WORKING CONDITIONS:

The person in this position will be required to work in and out of the office. Hours will be flexible with some evening and weekend work. Must be able to participate in on-call scheduling. There will also be some travel required. Regular attendance is required.
