JOB DESCRIPTION
Title: APPRAISER I
Department: APPRAISER’S OFFICE
Appointment: This is a regular, full time (40 hours per week), non-exempt,
Union (Local 2658) position.
SUPERVISOR RELATIONSHIP:
The Appraiser I position reports directly to the Appraiser IV position, and maintains close working relationships with administrative and other personnel, public agencies, and the general public. This position works under the guidance of State regulation, and County policies and procedures.
JOB SUMMARY:
The Appraiser I position is responsible for performing field inspections to appraise new and existing real properties, and generate site descriptions and perform on-site analysis. This position will also be responsible for a full range of ad valorem appraisal responsibilities, and answering the public’s questions about the appraisal process.
ESSENTIAL FUNCTIONS:
40% Physical inspection of property for revaluation purposes
- Determine location of subject property through use of plat maps and legal descriptions.
- Operate County vehicles to reach designated properties.
- Interview property owner to gain relevant information, and gauge structure if different or questionable to determine size of new construction.
- Sketch measurements of structure and compute to determine the square feet to verify any change.
- Observe and record physical characteristics of structure then sort each structure to determine its type and class category for revaluation.
- Complete inspections of all property in revaluation year by scheduled date set by State Statute.
- Determine zoning and zoning restrictions.
30% Determine the fair market value of real estate for revaluation and new construction purposes
- Secure State certification by passing Department of Revenue Appraisal Exam.
- Prepare market data relating to subject area by a market study of sales gathered from recorded documents.
- Determine highest and best use of property.
- Compute square footage of structures from finalized drawing.
- Analyze value using at least one of the Three approaches to value; cost, market or income.
- Enter physical characteristics and all pertinent appraisal data into computer.
- Answer taxpayer questions relating to value.
- Organize permit log book against actual permits in field.
- Testify on subject and comparable properties to Board of Equalization.
10% Develop and implement a schedule for the current cyclical year’s revaluation of property
- Collect sales data for land, new plats and real estate sales in recent years from recorded documents.
- Interview other appraisers and record current sales on locational maps to study trends in the market.
- Compute value for each parcel based on the above research.
- Develop a value structure system for valuation of quadrant on a mass appraisal basis.
- Coordinate findings with other appraisers.
- Inform taxpayer of sales, which support assessed value of property and schedule.
10% Analyze and verify sales data
- Systemize excise tax affidavit forms.
- Correspond with grantor/grantee regarding sales information.
- Determine if sale is valid or invalid according to State Department of Revenue standards.
- Use computer to enter sales data.
- Collate computer printouts to assist in revaluation schedule and public questions.
OTHER FUNCTIONS:
- Support appraised value in either formal or informal presentations – 5%.
- Attend education schools, seminars, and meetings – 2.5%.
- General office duties – 2.5%.
MINIMUM QUALIFICATIONS:
- High School diploma or GED.
- Valid Washington State Drivers License.
- One year of relevant experience.
- Equivalent education/experience will substitute for all minimum qualifications with the exception of licenses.
PREFERRED QUALIFICATIONS:
- Strong written and oral communication skills.
- Knowledge of computers and word processing programs.
- Must be able to obtain Washington State Department of Revenue certification within two years of hire.
WORKING CONDITIONS:
Work will be accomplished in an office environment and will include field visits to remote work sites, projects and inspections including hiking in field terrain in all weather. Attendance is a high pre-requisite to maintaining the position.
