UTILITIES CLERK
Nature of Work
This is clerical and accounting work performed in the classified municipal utilities as well as the Administrative Division. The person occupying this position is responsible for maintaining the city's utility billing records, and local improvement district records, as well as producing timely work projects as requested and other routing office tasks as may be appropriate.
Controls Over the Work
Under the immediate direction of the Finance Officer and the general direction of the City Administrator. The person occupying this position performs the required functions within well established procedures.
Essential Duties and Responsibilities
- Maintains utility billing records for the city's sewer, water, and storm drainage utilities; processes billings.
- Maintains records and processes billings for the various local improvement district.
- Transcribes and types letters, memoranda, reports, tabulations, and other materials.
- Transcribes information form application forms and temporary records to permits and permanent records and files.
- Sorts and files correspondence, checks, vouchers, index cards, and other materials, numerically, alphabetically, or by other prescribed methods.
- Assists in the maintenance of records and files.
- Completes calculations and follow-up for sewer connection fees. Completes computations for adjustments and special billings with supervisor's approval.
- Makes simple arithmetic calculations; gathers data from requisitions, statistical reports, time reports, and other records.
- Answers telephone and personal inquiries either first hand or through referral; refers visitors and secures and transmits routing information.
- Assists the public by checking routine records and files for requested information.
- Performs other duties as required by designated supervisor.
Knowledge, Abilities and Skills
- Knowledge of business English, spelling and arithmetic.
- Knowledge of office practices, procedures and use of standard office machines.
- Ability to type at the new rate of 40 words per minute.
- Ability to make routine arithmetic computations and tabulations accurately and with reasonable speed.
- Ability to learn assigned clerical tasks readily within a reasonable training period, and to adhere to prescribed departmental routines.
- Ability to establish and maintain effective working relationships with other employees and the public.
- Ability to understand and carry out oral and written instructions.
- Knowledge of bookkeeping principles and practices.
- Knowledge of computer/word processing data input procedures.
Physical Demands and Work Environment
Work is performed in an office or conference room setting. Walking, sitting, standing, bending and reaching is required. Exposure to adverse weather conditions is minimal.
Qualifications Required
Minimum: High school/GED equivalent; two years of responsible secretarial, bookkeeping, purchasing, billing or related office/clerical experience; type minimum 40 words per minute
OR
Graduation from an accredited business training program.
