FINANCE DIRECTOR
Nature of Work
- This is responsible administrative work directing the accounting activities of the City of Gig Harbor.
- The employee occupying the position of this class is responsible for the custody and safekeeping of all city funds and monies in addition to assuring the maintenance and efficient operation of the accounting system for all city departments. Work involves the general supervision of accounting processes to monitor the receipt, disbursement, and accounts of all city money as well as participation in accounting activities to maintain accounting control and to provide necessary financial records, reports, and statements. Within the framework of municipal policy, the employee works independently in seeing that desired work results are obtained by the city administration. The employee occupying this position must perform the duties of City Treasurer/Finance Director and Auditing Officer.
Controls Over Work
- Under the general supervisory control of the City Administrator, while exercising wide latitude and independence in the organization, direction, and control of job requirements.
- Work is subject to review through reports and periodic audits by the State Examiner as well as review of the results achieved through discussions with the City Administrator.
Essential Duties and Responsibilities
Assignment will include, but not be limited to: performing all accounting activities of office including billing, receiving, receipting, banking and accounting for all city monies; monitoring all cash handling procedures, including the purchase order system; supervising and participating in the preparation and submittal of reports and applications of payment to federal and state agencies; supervising disbursement of expenditures by claims and redemption by treasurer's check; processing and control of utility billing system, charges and other bills due city; maintaining general ledgers and subsidiary records; preparing financial and budgetary reports and advising the City Administrator; investing city funds in investments approved by the City Administrator to effect a maximum return to city; supervising the rate and redemption of city bonds; supervising L.I.D. assessments, prepayment and bond payment notices and collection; bond calls and redeem when monies are available maintaining complete records of transactions; coordinating the development of the annual budget; establishing and supervising the accomplishment of procedures relative to payroll preparation and the completion of payroll reports; maintaining personnel payroll legal records and personnel files; controlling data processing including the operation of the computer; preparing application for state or federally funded grants or projects as assigned; and assisting the general public. Other duties as assigned by the City Administrator.
Knowledge, Abilities, and Skills
- Thorough knowledge of the principles and practices of public finance, accounting, and auditing, and of modern municipal finance principles.
- Thorough knowledge of computers to implement programs and changes necessary for efficient operation.
- Good knowledge of office practices and equipment, money and banking operations, methods and equipment.
- Ability to plan and institute procedures for reviewing, disbursing, and accounting for public monies and securities, and maintaining fiscal records.
- Ability to prepare clear, concise reports and to compile and analyze financial records and reports.
Physical Demands and Work Environment
Work is performed in an office or conference room setting. Walking, sitting, standing, bending and reaching is required. Some local traveling may be required. Exposure to adverse weather conditions is minimal.Qualifications Required
Minimum: Four year degree in business, accounting, or related field. Work experience in a municipal environment preferred. Two years of progressively responsible work experience in a supervisory and/or administrative capacity which includes responsibility for monies, securities, bookkeeping, and accounting.
