WATER DEPARTMENT FOREMAN
REPORTS TO: OPERATIONS SUPERVISOR

MISSION:

To maintain the infrastructure of the potable water system in a manner which protects the public investment, protects the environment, ensures compliance with state and federal mandates and ensures that a reliable water supply is available to all customers on the City water system and is safe for human consumption.

SUMMARY:

Direct department personnel in the operations and maintenance of the city's potable water system; production, storage and distribution. Work with other departments and outside agencies. Plan and assign work. Review and implement maintenance programs. Evaluate programs and personnel for effectiveness in performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

Supervision of Water Department Personnel:

      Determine daily priorities, assign and direct tasks

      Provide follow up and support to ensure task completion

      Ensure crew members have required tools and safety equipment

      Respond to emergency need and priorities from management

      Conduct safety meetings on a regular basis

      Arrange for utility locates for excavation projects

Inventory and Paperwork:
      Coordinate with warehouse to ensure parts are in stock for future jobs and inventory is maintained

      Maintain records of completed projects; meter installations, valve maintenance, and fire hydrant repair

      Ensure records are updated and maintained in pump maintenance and cross connection programs

Assist/Oversee Contractors:
      Inspect jobs completed by contractors

      Respond to contractor questions or needs

      Oversee contractor safety practices

      Coordinate and ensure utility locates for contractors

Assist/Work with City Hall and Other Departments:
      Provide utility locates for other departments

      Ensure meter rereads for City Hall are accomplished

      Coordinate work with other departments

      Communicate with street department for seal coating project

      Raise and mark locations of valves to ensure accessibility after seal coating

      Assist with flagging during seal coating

      Assist with snow plowing operations during winter

Miscellaneous Administrative Duties:
      Schedule timely installment of water services

      Provide utility locates for private citizens

      Respond in a timely manner to emergencies whether on call or not

      Serve as liaison between management and employees; settle disputes or complaints

      Assist in budget planning

      Maintain proper licensing

      Arrange for continuing education program for crew

Communicate With the Public:
      Respond to customer complaints

      Respond to frozen meters during winter months

      Respond to complaints of water quality; ensure tests are conducted and customer is informed of results

      Ensure customers are treated courteously

Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES:

Directly supervises 6 full-time and 2-3 part-time employees in the Water department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; rewarding and disciplining employees; addressing complaints and resolving problems; responding to customer complaints.

QUALIFICATION REQUIREMENTS:

      EDUCATION and/or EXPERIENCE:

      Associate degree (A.A.) from a two-year college or technical school and four (4) years related experience and/or training; or equivalent combination of education and experience.

      LANGUAGE SKILLS:

      Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

      MATHEMATICAL SKILLS:

      Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

      CERTIFICATES, LICENSES, REGISTRATIONS:

      W.D.M. 2; C.C.S.; Maintain 3 C.E.U.'s in a three year period. Asbestos card; CPR and First Aid card; Commercial Driver's License; Flagging card.

      NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

      (A) Thorough knowledge of equipment, facilities, materials, methods and procedures used in public water supply and distribution systems, Thorough knowledge of pipe installation, connection and repair.

      (B) Skill in operation of the listed tools and equipment.

      (C) Ability to guide, direct and motivate employees; Ability to operate and maintain various equipment used in water maintenance and repair such as backhoe, dump trucks and pumps; Ability to organize and supervise the activities of various crews performing construction and maintenance work; Ability to communicate effectively, verbally and in writing; Ability to establish and maintain effective working relationships with employees, other departments and the public.

      SPECIAL REQUIREMENTS

      Valid State Driver's license, or ability to obtain one.

      TOOLS AND EQUIPMENT USED

      Knowledge of operation and use of motorized vehicles and equipment, pickup truck, pipe wrench, meter shut off key, valve wrench, channel locks. Skill in use of mobile radio, phone, personal computer including word processing and other software, copy and fax machine.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in high, precarious places and in outside weather conditions and is regularly exposed to wet and/or humid conditions, extreme cold, and extreme heat. The noise level in the work environment is usually loud.
