SEWER DEPARTMENT
WASTEWATER TREATMENT PLANT OPERATOR
REPORTS TO: WASTEWATER TREATMENT PLANT FOREMAN

MISSION:

To operate, service, and maintain a class III wastewater treatment plant which meets or exceeds state and federal NPDES permit requirements.

SUMMARY:

Produce a clean/quality water effluent prior to discharging to the Yakima River. Remove waste materials which could create a demand on the receiving stream and possible pollution and health hazards. Perform a variety of semi-skilled and technical maintenance work in the operation, maintenance and repair of the Wastewater Treatment facilities and systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

Operations:

      Operate the centrifuge, defused air flotation thickener, and various pumps

      Utilize motors, mixers, methane gas equipment, and compressors

      Operate chlorination equipment, electrical, piping and valving, and ultraviolet disaffection equipment

      Operate heavy equipment as needed

      Balance solids mass

      Control recirculation and wasting

      Track sludge inventory for plant performance

      Sample and test solids

      Trouble shoot process controls

      Prepare and mix polymers; prepare & apply herbicides and pesticides

      Clean and maintain clarifiers, headworks, aeration basins, splitter boxes, chlorine contact basins, centrifuge ports, DAF

      Run daily equipment and trouble shoot check list and computer system failures

      Perform necessary minor/major repairs

      Perform daily records and calculations

      Operate heavy equipment

Biosolids Handling and Removal:
      Transfer biosolids from secondary digester to drying beds

      Mix, monitor and dry biosolids to desired concentration

      Transfer to stock pile, prior to transport to Agricultural Land Site for application and spreading

      Sample and test for solids removal concentrations

      Maintain records of all biosolids inventory

Laboratory Testing and Sampling:
      Perform laboratory testing and sampling of Treatment Plant processes

      Prepare reagents and calibrations

      Prepare distilled water and electrolytes

      Assist pre-treatment operator as needed in sampling and testing

      Perform quality control/assurance tests

      Maintain records and calculations on tests

      Prepare chemicals and chemical agents

Equipment Maintenance and Lift Station Maintenance:
      Assist plant mechanic in trouble shooting, maintenance, and repair of plant equipment

      Assist with the maintenance of lift pump stations and equipment

Collection System Maintenance:
      Assist collection personnel with preventative maintenance

      Assist with collection system construction

Building Maintenance:
      Perform janitorial duties at all buildings

      Perform building repairs and painting

Grounds Maintenance:
      Perform landscaping, mowing, tree trimming; maintain sprinklers, and general grounds
Record Keeping:
      Maintain treatment plant records

      Maintain plant equipment and supplies inventory

      Report weather daily

      Perform computer input

      Assist in O& M updates

      Write and update plant initiated programs such as: flood control, toxic chemicals and plant maintenance

Treatment Plant Tours:
      Administer guided tours to students and general public

      Explain treatment plant operations

      Answer questions

Miscellaneous:
      Perform winter snow plowing and snow removal

      Serve as acting foreman as necessary

      Ability to enter confined spaces

      Attend weekly safety meetings

      Perform on call/call outs as rotation requires, and resolve problems of high water level, power outages, lift station failures, pumps and motor failures

SUPERVISORY RESPONSIBILITIES:

Supervisory duties assigned on a rotating basis with crew when foreman is absent, occasionally supervise temporary workers such as summer workers or student help. Perform leadman responsibilities in the supervisors absence.

QUALIFICATION REQUIREMENTS:

      EDUCATION and/or EXPERIENCE:

      High school diploma or general education degree (GED); and two years of experience in wastewater or related field; education may be substituted for experience.

      LANGUAGE SKILLS:

      Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to speak effectively before groups.

      MATHEMATICAL SKILLS:

      Ability to work with fractions, percentages, ratios, and proportions.

      CERTIFICATES, LICENSES, REGISTRATIONS:

      Certified by the State of Washington, Department of Ecology as WWTP operator II. Must accumulate 3 CEU's every 3 years to maintain certification.

      NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

      (A) Working knowledge of equipment, facilities, materials, methods and procedures used in wastewater treatment plant maintenance and operation activities; working knowledge of laboratory procedures and practices;

      (B) Skill in operation of some of the listed tools and equipment.

      (C) Ability to perform process control calculations; Ability to work safely; Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with employees, other departments and the public; Ability to understand and carry out written and oral instructions.

      SPECIAL REQUIREMENTS

      Valid State Driver's license. Class A Commercial Driver's License.

      TOOLS AND EQUIPMENT USED

      Motor vehicle, generators, pumps, gauges, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, calculator, a variety of lab equipment, computers, hydraulic press, security equipment, testing instruments, air compressors, hydraulic motors; AC/DC arc welders, portable wire feed and generators, welding and cutting torches, spray equipment, Pneumatic hand tools.
