CITY MANAGER/HUMAN RESOURCES
PERSONNEL ANALYST
REPORTS TO: CITY MANAGER
MISSION:
To provide assistance to City departments in the general operation of personnel functions for employees, prospective employees, and the public.
SUMMARY:
Perform a variety of complex and routine administrative, technical and professional work in classification, recruitment, examination, selection, employee relations, safety and training for all departments.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.
Manage Personnel Functions:

Develop and administer personnel policies and procedures
Evaluate selection techniques through follow-up with departments
Conduct employee orientation and exit interviews
Review salary actions to ensure conformance with pay agreements
Investigate personnel complaints initiated by management or employees
Assist departments/employees to resolve grievances
Prepare and administer personnel division budget
Conduct or respond to salary classification studies or inquiries
Participate in personnel related hearings or investigations

Develop written job descriptions
Compose job announcements and recruitment advertisements
Provide timeline for selection process; oversee for completion
Analyze occupational data to substantiate ADA related information
Observe job and/or interview employee or supervisor to determine job requirements and duties

Develop and manage selection process
Review employment applications, evaluate work history and other qualifications
Arrange and/or conduct job interviews
Answer applicant questions about working conditions, job duties, or selection process
Conduct background and/or reference checks on candidates
Assist in development of examinations/assessment centers
Administer pre-employment tests to applicants

Communicate personnel policies and procedures to staff and employees
Review, advise, and inform management and employees of new or revised personnel law and regulations
Provide advice on personnel issues including reprimands, discipline or termination
Consult legal counsel to ensure policy compliance within federal and state law

Maintain complete personnel records including promotions, transfers, performance
and salary
Maintain record of selection process, including unsuccessful applicants
Perform clerical functions, update records, and process personnel actions

Maintain general personnel files including correspondence and administrative
files
Maintain records for filing federal, state and local employment related data and reports
Maintain affirmative action files

Serve as member of Safety Committee
Provide staff support to Safety Committee
Prepare agenda and minutes of meetings
Maintain safety committee records
Assist in accident investigation
Prepare Department of Labor & Industries accident reports
Administer Safety Recognition Program

Assist in organization of Wellness Committee
Provide member support to committee
Publish Employee Newsletter

Prepare payroll for City Manager, City Attorney, and Personnel Division
Prepare monthly claims for personnel office
Develop and present training programs on personnel issues, federal and state employment regulations
Represent City with various professional organizations

SUPERVISORY RESPONSIBILITIES:
Directly supervise personnel who provide clerical assistance to the personnel division (i.e. student interns, office assistant). Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring recommendations, and employee training; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems. Provide advice to all departments in each of these areas.

EDUCATION and/or EXPERIENCE:
Associate's degree (A. A.) or equivalent from two-year college or technical school; and two to four years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to prepare technical reports and training programs which conform to prescribed style and format. Ability to effectively present information to top management, public groups, employees and/or boards or commissions.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

(A) Considerable knowledge of modern policies and practices of public personnel
administration; considerable knowledge of employee classification, compensation
and benefits, recruitment, selection, training, and labor relations; Routinely
deals with confidential matters of high sensitivity. Dissemination of confidential
information requires judgment and extensive knowledge of policies and procedures
and state/federal laws.
(B) Skill in preparing and administering job descriptions, announcements, and examinations; skill in analyzing personnel programs and systems; skill in operating the listed tools and equipment;
(C) Ability to analyze and interpret comprehensive job requirements; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with applicants, employees, city officials, labor unions and the general public; ability to maintain confidential and sensitive information; ability to understand and follow instructions.
TOOLS AND EQUIPMENT USED:
Requires frequent use of personal computer, including word processing, database and spreadsheet programs; calculator, telephone, copy machine and fax machine; typewriter; postage meter; law books.
