CITY OF ELLENSBURG
FINANCE DEPARTMENT
METER READER
REPORTS TO: FINANCE SUPERVISOR

MISSION:

To read, inspect, observe and record meter information vital to the operations and coordination of utility services and billings.

SUMMARY:

Gather and record data using a hand held micro computer device to provide information for utility billing or other related action.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

Read Meters:

      Read electric, gas and water meter dials

      Compare meter numbers with numbers in Radix device

      Record all readings

      Monitor compound dials to verify operative

      Monitor meters for damage, tampering, broken seals, and insulation

      Write trouble reports and communicate meter problems to other departments

      Review extreme high or low readings and inform customer of problem

      Recheck readings to determine abnormal consumption patterns

      Analyze possible cause for consumption fluctuation

      Inspect for water leaks

Maintenance of Utility Sites:
      Trim brush, trees and shrubs from water, electric and gas meters

      Excavate water boxes around meters that have been filled by moles and gophers

      Spray for bees in water boxes to provide safe access to meter dials

      Perform repeat visits to inaccessible meters

      Provide keys for meter rooms or newly installed meters

Communication and Assistance:
      Respond to customer requests for reading verification

      Maintain first aid and CPR certification

      Deliver city mail to post office

      Assist other departments in locating meters

      Wash and fuel city vehicle as needed

Other duties may be assigned.

QUALIFICATION REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.       EDUCATION and/or EXPERIENCE:

      High school education or GED; and one year related experience and/or training.

      LANGUAGE SKILLS:

      Ability to read and comprehend instructions, short correspondence and memos. Able to write and print numbers legibly. Ability to communicate verbally.

      MATHEMATICAL SKILLS:

      Ability to calculate figures and amounts such as discounts, proportions, percentages, and volume. Ability to apply concepts of basic algebra.

      NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

      (A) Working knowledge of data entry; Must not disclose confidential information to which employee is infrequently exposed;

      (B) Skill in operating listed tools and equipment.

      (C) Ability to perform mental math involving addition, subtraction on decimals and record arithmetic computations accurately and quickly; Ability to accurately read and record data from various type of meter dials; Ability to communicate effectively verbally and in writing; Ability to work in inclement weather; Ability to establish successful working relationships; Ability to work with angry or difficult customers.

      TOOLS AND EQUIPMENT USED

      Shovel, Sledge hammer, brush cutters, "T" bar, "Water Rod", pencil or microcomputing device, hand tools, calculator, portable or mobile radio.

While performing the duties of this job, the employee is regularly required to stand; walk; and use hands to finger, handle, or feel objects, tools, or controls. The employee frequently is required to reach with hands and arms; stoop, kneel, crouch, or crawl; and talk or hear. The employee is required to sit while driving, and enter and exit vehicle frequently.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee is occasionally exposed to extreme weather conditions.
