LIBRARY AND HAL HOLMES CENTER
LIBRARY DIRECTOR
REPORTS TO: CITY MANAGER

MISSION:

To administer, plan, and direct the services and programs of the Ellensburg Public Library and the Hal Holmes Community Center.

SUMMARY:

Perform professional, managerial, and administrative work. Develop library collections, determine staff duties, and supervise professional and para-professional work. Develop policy recommendations, evaluate operations and activities of the Library and the Center, and plan for future needs. Plan, initiate development, and resolve problems. Provide library services to the community and operate a community center.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

Policy Analysis/Council Manager Support:

Collect and analyze department data and information

Identify and quantify problems

Formulate potential solutions

Prepare cost analysis of optional solutions

      Develop and deliver presentations, agenda reports, ordinances and resolutions
Provide professional advice

Take appropriate action to implement policy

Manage Financial Resources:

Develop and appropriately defend long range and annual department budget

Monitor revenues and expenditures

Take appropriate action with unexpected project adjustments

Ensure integrity of systems which collect or expend funds

Manage Staff Resources:

Develop department work program

      Assist integration of department program into city-wide work program

      Assign staff to work within resources

      Develop and monitor department job descriptions assuring assignments within job limits

      Assist/develop hiring process to maintain staff levels

      Provide performance evaluations

      Administer discipline as necessary

      Assist labor negotiations

Assess and budget training needs
      Assure appropriate training, relative to work performance

      Develop work schedules as appropriate; supervise performance

      Recruit, interview, and assign volunteers

Manage City Assets:
      Prepare and implement long range capital plans, 6 year and annual capital budgets relative to plans

      Ensure appropriate maintenance and legal use of city property and equipment

Maintain accurate inventory records on equipment, furnishings, etc.

Represent City with Outside Agencies, Groups and Citizens:

      Meet with peers in business, community and other government entities to encourage cooperative problem solving and joint approaches to problems

      Deliver speeches or presentations representing the City as assigned

      Provide information to media as needed

      Work with citizens and citizen groups to resolve problems

      Ensure quality customer service

Staff City Commissions and Committees:
      Prepare materials, research or options needed for Library Board recommendations

      Assist Library Board in operating within responsibilities set by law, City Council and/or City Manager

      Assist group in problem solving

      Assist in framing issues, providing optional solutions, and strengths/weaknesses of potential solutions

      Ensure businesslike open public meetings

      Assist chair to develop agendas; ensure appropriate, timely minutes and recommendations to City Manager

Duties Specific to this Position:
      Review library goals and objectives

      Develop collections of library materials

      Select adult materials; approve children's collection selection

      Establish cataloging policies and procedures for the proper addition and deletion of items for the bibliographic database

      Direct preparation of brochures and other materials on services, policies, and special events

      Prepare annual report for distribution to patrons

      Operate interlibrary loan service between libraries and implement cooperative projects with city and school libraries

      Develop and implement technology plan, automated system and electronic resources for staff and public

Miscellaneous:
      Prepare grant applications and administer successful grants

      Develop RFP's, hire consultants and direct consultant activities

Track and analyze state and federal legislation, regulations, etc.

Evaluate impact of regulations

      Attend conferences and workshops with information on library technology

      Occasionally accepts fines, fees, and donations

Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES:

Manage subordinates, three of whom supervise other library employees, and one who supervises employee(s) of Hal Holmes Center. Responsible for the overall direction, coordination, and evaluation of this unit.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring recommendations, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATION REQUIREMENTS:

      EDUCATION and/or EXPERIENCE:

      Master's degree (M.L.S.) from an ALA accredited school; and five years related experience and/or training. Supervisory and administrative experience required.

      LANGUAGE SKILLS:

      Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to effectively present information to top management, public groups and/or a board of directors. Ability to write speeches and articles.

      MATHEMATICAL SKILLS:

      Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

      CERTIFICATES, LICENSES, REGISTRATIONS:

      Professional Librarian Certification from State of Washington. Master's in Library Science from ALA accredited graduate school; First aid and CPR certification.

      NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

      (A) Thorough knowledge of the principles and practices of modern library systems and programs; Thorough knowledge of library collection classification and selection techniques; Considerable knowledge of equipment and facilities required in a comprehensive library system; Considerable knowledge of community library needs and resources; Working knowledge of the principles and practices of office management, work organization and supervision. Routinely deals with confidential matters of high sensitivity. Dissemination of confidential information requires judgment and extensive knowledge of city policies and procedures and state/federal laws.

      (B) Skill in operation of listed tools and equipment.

      (C) Ability to plan, organize, coordinate and implement a comprehensive library system; Ability to coordinate, analyze, and utilize a variety of reports and records; Ability to communicate effectively, verbally and in writing; Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public.

      TOOLS AND EQUIPMENT USED:

      Library computer system; Personal computer, including a variety of computer softwareprograms; calculator; copy and fax machine; phone; printers; book carts.
