LIBRARY ASSOCIATE - CIRCULATION
REPORTS TO: LIBRARY DIRECTOR

MISSION:

Supervise circulation services and organization of library collection; coordinate activities with other principal library divisions; assist Director in achieving goals and objectives of quality library service.

SUMMARY:

Responsible for planning, supervision, and coordination of activities of a principal division or function within the library. In this position, all activities having to do with circulation of materials and related services, patron registration and record keeping, collection of library revenues, keeping library materials in order on the shelves, handling rotating collections and inter-library loan services. Shares responsibility for automation system administration with Library Director and Head of Support Services. Responsible for training and supervision of all staff, trainees, and volunteers working in circulation.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

Circulation Supervision:

      Assist in policy development; implement policies for registration, lending; fine/fees, etc.

      Develop procedures for circulation staff to accomplish division work

      Provide reasonably close supervision on quality and quantity of circulation staff work

      Plan work schedule for circulation staff, review and approve time sheets and maintain calendar

      Participate in interview and hiring process to fill vacant circulation positions; provide orientation and training for new hires; assist in performance appraisals of supervised staff as requested by Director

      Implement use of automation system for circulation services; provide staff training and supervision; perform automated system administration duties; prepare reports for Director and staff as needed

      Provide annual system maintenance procedures; i.e. purging inactive patrons

      Resolve problems with overdues, fines, registration, etc. for patrons and staff

      Develop procedures for inter-library loan service; supervise and train staff; supervise interlibrary cooperative services

      Generate system notices for overdues and oversee notification process

      Assure staff maintains confidentiality of patron records

      Reconcile cash register, prepare deposits in absence of Office Specialist

      Ensure that desks, cabinets, supplies and equipment are orderly for shared staff use

      Report major problems with equipment or building systems to director/city maintenance

Patron Service:
      Perform registration and check out duties as needed

      Demonstrate use of computer catalog and assist patrons in use

      Locate items in catalog and on shelves for patrons as needed; Assist patrons with holds

      Collect and record fines and fees; determine damage/loss fees; resolve problems; locate information for patrons using standard reference sources in books and CD ROM databases to answer questions; refer to reference staff as needed

      Provide information about library programs and services, orally and with flyers

      Answer inquiries made by telephone

      Enforce library rules of behavior; take appropriate action in case of misbehavior; keep Director informed

Miscellaneous:
      Is person in charge of the library in absence of the Director

      Attend city staff meetings in absence of the Director

      Attend workshops, conferences, training;

      Attend weekly and monthly library staff meetings

      Conduct monthly meeting for circulation staff

      Prepare forms for use by staff

Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES:

Supervises Library Assistants (5-6), CWU Work Study (2-3) and Community service volunteers in circulation duties. Plan, assign, and direct work; train and supervise as to quality and quantity; promotes proper staff discipline and work productivity; address complaints and problems; Coordinate activities of circulation with other public service units of reference, children's services, and collection support services.

TYPE OF SUPERVISION RECEIVED:

Employee is under the general supervision of the Library Director.

QUALIFICATION REQUIREMENTS:

      EDUCATION and/or EXPERIENCE:

      Bachelor's degree (B.A.) from four year college or university; and one to two years of related experience and/or training; or equivalent combination of education and experience.

      LANGUAGE SKILLS:

      Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

      MATHEMATICAL SKILLS:

      Ability to calculate figures and amounts such as interest, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

      CERTIFICATES, LICENSES, REGISTRATIONS:

      First aid and CPR certification

      NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

      A) Knowledge of general office practice and procedures; knowledge of basic principles of library practices and procedures, considerable knowledge of library circulation practices and classification systems; working knowledge of principles of supervision and personnel practices; knowledge of basic reference resources; some knowledge of personal computer software and equipment

      B) Interviewing skills to determine patron needs; Skill in using automated library systems; skill in keyboard and computer data entry; skill in library data base searching; operation and maintenance of listed tools and equipment; skill in public relations; Periodically accesses sensitive information required to perform job tasks, requiring the ability to maintain confidentiality.

      C) Ability to be courteous and tactful with the general public; Ability to communicate effectively, verbally and in writing; to implement policy and procedure; to exercise initiative and judgment in completing tasks; to organize various activities; Ability to work independently, exercising initiative and judgment in directing the work of others; ability to establish and maintain effective working relationships with patrons, employees, supervisors, and the general public.

      SPECIAL REQUIREMENTS:

      Certification in First Aid and CPR

      TOOLS AND EQUIPMENT USED:

      Automated library system; personal computer, printer, software programs, cash register, calculator, adding machine, typewriter, copier; phone and fax; postage machines; audio-visual equipment, microfilm reader/printer, Kurzweil reading machine, book carts

PHYSICAL DEMANDS:

The employee must regularly lift and/or move up to 25 pounds and occasionally lift and/or move more than 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Tasks affected include, computer work, watching patrons while working, supervision of staff.
