REPORTS TO: LIBRARY DIRECTOR

MISSION:

To perform professional librarian duties in the program of service for children and youth and related work as required; coordinate activities with other principal divisions in the library; assist Director in achieving goals and objectives of quality library service

SUMMARY:

Responsible for planning, supervision, and coordination of activities of a principal division or function within the library; activities relating to children and youth. Primary responsibilities: select materials for children and develop the collection; plan and conduct programs such as story time, class visits, summer reading, RIF distributions, and other special events; provide children and adults with reference service; and train volunteers to help with children's programs. Secondary responsibilities: to assist at the checkout desk when staffing needs require

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

Children's Collection/Programs:

      Select library materials for children's collections, make recommen-dations to Director on adult materials

      Assess, develop and maintain children's collection; weed items no longer needed

      Assist cataloger/Director on appropriate placement in collection

      Plan children's program of service, review with Director

      Assist Director in policy development; especially in collection policies

      Plan and present reading programs and special events for children

      Provide tours and programs for classes and other group visits

      Plan and implement summer reading program; coordinate with school and agencies serving youth; promote reading with school visits

      Provide information at staff meetings on children's programs; coordinate with staff

      Utilize automation system and electronic computer resources

      Implement Internet policies/service for children to access

      Assist in development of budget, and provide related information

      Prepare reports and statistics on children's services and programs

      Prepare grant applications, including RIF grant

      Administer RIF program; track expenditures; order material; plan and conduct distribution

      Prepare reader advisory brochures and bibliographies

      Prepare draft news releases and assist Director with publicity, flyers, posters, etc.

General Patron Service:
      Provide reference assistance to all ages; fulfill reference questions referred by staff; coordinate with Library Reference Associate as needed

      Research library sources for information retrieval

      Assist in implementing patron Internet service/policies

      Demonstrate use of computer catalog and provide patron assistance

      Locate items in catalog and on shelves for patrons

      Assist patrons with holds and interlibrary loan requests

      Perform circulation duties in absence of check out desk staff

      Provide information about library programs and services, orally and with flyers

      Enforce library rules of behavior; take appropriate action in case of misbehavior; keep Director informed

Office Duties:
      Maintain inventory of material and supplies for children's programs Consult with Director on donations from Friends, Altrusa and other support groups as needed

      Ensure that desks, cabinets, supplies and equipment are organized

      Keep library equipment used in children's division in good operating condition; report problems and service needs to Director

      Report equipment or building systems problems to Director

Miscellaneous:
      May be designated as person in charge in absence of Director and Head of Circulation

      Read library journals and electronic sources for professional development

      Decorate children's area for seasonal interest and programs

      Attend workshops, library conferences, book review meetings

      Attend weekly and monthly library staff meetings

Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES:

Coordinate children's services with divisions of circulation, reference, and collection support services. Train and supervise volunteers assigned to children's division.

TYPE OF SUPERVISION RECEIVED:

Employee is under the general supervision of the Library Director.

QUALIFICATION REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE:

      Master's degree (M.L.S.) from an ALA accredited library school; certification by the Washington State Board for Certification of Librarians; and a minimum of two years of related experience and/or training in a similar position; or equivalent combination of education and experience.

      LANGUAGE SKILLS:

      Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

      MATHEMATICAL SKILLS:

      Ability to calculate figures and amounts such as interest, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

      NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

      A) Considerable knowledge of principles and practices of modern library systems and programs, especially relating to children's services; knowledge of reference and electronic resources; knowledge of library collection classification and selection tools and techniques; working knowledge of principles of supervision and personnel practices; working knowledge of personal computer software and other equipment used in a library; working knowledge of general office practice and procedures

      B) Interviewing skills to determine patron needs; skill in using automated library systems; skill in library data base searching; skill in keyboard and computer data entry; operation and maintenance of listed tools and equipment; skill in public relations

      C) Ability to be courteous and tactful with the general public; Ability to communicate effectively, verbally and in writing; to implement policy and procedure; to exercise initiative and judgment in completing tasks; to organize various activities; Ability to work independently, exercising initiative and judgment in directing the work of others; ability to establish and maintain effective working relationships with patrons, employees, supervisors, other librarians, and the general public.

      D) Ability to transport self and materials to various locations such as schools, meetings.

      SPECIAL REQUIREMENTS:

      Certification as a librarian by the Washington State Board for Certification of Librarians; Valid state driver's license or ability to obtain one.

      TOOLS AND EQUIPMENT USED

      Automated library system; personal computer with modem, printer, software programs, cash register, calculator, copier; phone and fax; audio-visual equipment, microfilm reader/printer, Kurzweil reading machine, automobile, book carts, small office tools and equipment

      CERTIFICATES, LICENSES, AND REGISTRATIONS:

      First aid and CPR certification

PHYSICAL DEMANDS:

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Tasks affected include, organizing and supervising groups of children, computer work, watching patrons while working, working with graphic materials, craft projects and other activities.

While performing the duties of this job, the employee will provide information to and collect information from library patrons, particularly children; schools and other agencies in the community, especially those providing services to children; other libraries and librarians; publishing company sales representatives, and other vendors. Contact will be made by telephone and in person and in writing. Working with small and large groups is a regular occurrence.

The employee will coordinate projects and activities with these individuals, agencies, vendors, and other librarians by telephone, in person, or in writing.
