CITY OF ELLENSBURG
WATER DEPARTMENT
CROSS-CONNECTION SPECIALIST
REPORTS TO: WATER DEPARTMENT FOREMAN

MISSION:

To eliminate the health hazards associated with backflow of contaminated water into domestic drinking supply.

SUMMARY:

Insure cross-connections are eliminated or protected. Administer the program using state codes, a detailed filing system, public education, and continuing education. Interact with the Department of Health to insure injuries and deaths do not occur from backflow incidents. Assist other crew/departments as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

Inspections:

      Set up appointments; meet with customers

      Determine customer water usage

      Analyze business equipment for potential cross connections

      Locate cross connections and inspect

      Determine system corrections

      Discuss findings with customer, answer questions

      Confirm compliance with suggested changes

      Inspect and tag new assembly

      Develop and follow warning/termination of service procedure

      Terminate water supply to premises as necessary

      Update City Attorney and Public Works Director on non-compliant customers

Record Keeping:
      Maintain files on backflow assemblies and correspondence

      Maintain pending action files

      Develop and maintain a testing schedule

Administer Cross-Connection Program:
      Revise and update ordinances pertaining to cross connections; forward for council action

      Interpret WAC's and plumbing codes as needed

      Advise Finance Department of possible insurance issues

      Design cross-connection application for new construction

      Document city requirements, trouble areas, and installation instructions

      Review new construction plumbing blueprints

      Maintain testers list and certification renewals; monitor tester's work

Test and Repair City Owned Assemblies:
      Test assemblies using TKDP and Mid-West testers, and sight tube

      Educate plumbers and irrigation installers, facilitate backflow seminars for plumbers and testers

      Repair pressurized vacuum breakers, double check valves and reduced pressure principal assemblies

      Determine assembly problems through testing; repair or replace assembly

      Read schematic on individual assembly

      Order parts; maintain repair kit stock

      Advise Director of Public Works of budgetary needs for annual budget

      Maintain records

Customer Service:
      Prepare newspaper articles explaining irrigation system health risks

      Maintain information base for public education; update list of state approved assemblies and manufacturers

      Provide professional advise to customers, plumbers, contractors and other water departments
Miscellaneous:
      Collect well data as assigned

      Perform various pump maintenance duties

      Work as senior pipefitter when needed

      Assist utility locate requests

      Repair and install water services, water main, fire hydrants

      Conduct water line locations using metro tech and yellow wand

      Change and read water meters; conduct flow and pressure tests

      Operate dump truck, loader, backhoe, snow plow, salt truck, and hand and power tools

      Answer water quality complaints

      Flag during seal coating

      Perform stand-by and call outs

SUPERVISORY RESPONSIBILITIES:

Supervisory duties rotate within the crew when the foreman is gone.

QUALIFICATION REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.       EDUCATION and/or EXPERIENCE:

      High school diploma or general education degree (GED); or one to two years related experience and/or training; or equivalent combination of education and experience.

      LANGUAGE SKILLS:

      Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

      MATHEMATICAL SKILLS:

      Ability to calculate figures and amounts such as interest, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

      CERTIFICATES, LICENSES, REGISTRATIONS:

      Cross-connection specialist - 4 day school/test; Backflow assembly tester/school - test every 3 years; helpful to have water distribution specialist certification.

      NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

      (A) Knowledge of equipment, facilities, materials, methods and procedures used in backflow maintenance;

      (B) Skill in operation of the listed tools and equipment.

      (C) Ability to perform heavy manual tasks for extended periods of time; ability to work safely; Ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, other departments and the public; ability to understand and carry out written and oral instructions.

      SPECIAL REQUIREMENTS

      Valid State Driver's license and CDL.

      TOOLS AND EQUIPMENT USED

      Motorized vehicles and equipment, common hand and power tools, radio, phone.
