FINANCE DEPARTMENT
COMPUTER TECHNICIAN
REPORTS TO: FINANCE DIRECTOR

JOB MISSION: To provide technical computer support and guidance to City Departments.

JOB SUMMARY: Responsible for providing a basic level of technical expertise and user support necessary for the day-to-day operation and maintenance of one or more Local and Wide Area Networks. Installs, moves and maintains hardware and software; performs programming; trains staff; troubleshoots reported problems with equipment or software; and makes budget projections based on departmental needs. Supports stand-alone personal computer applications.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All of the following are to be performed while adhering to City of Ellensburg operational policies, safety rules, and procedures.

    • Assure the effective day-to-day operation and maintenance of Local and Wide Area Networks by providing technical and user support as needed.
    • Participate in the development of long and short term plans for the Local and Wide Area Networks, related budget projections.
    • Plan, organize and coordinate the development and maintenance of a City Geographic Information System (GIS).
    • Research GIS databases, collect and input data, and develop/produce/analyze output.
    • Install, move and maintain system hardware, including computers, printers, monitors, cabling, peripheral and communication equipment.
    • Install, maintain and modify system software and files as needed. Maintain system security and integrity with network software and regular system file backups.
    • Answer basic questions and complaints about equipment and software; investigate and solve operational problems experienced by various system users.
    • Perform system programming as needed. Recommend and use consultants for programming needs, hardware troubleshooting, and repair under special circumstances as approved.
    • Search literature on an outgoing basis for information on the latest developments in information systems technology. Research and write analytical reports as needed including evaluations and recommendations on software and hardware products.
    • Train City staff in the use of hardware and software. Design training programs which may include the service of training consultants as approved.
    • Assist in installing, configuring, and maintaining terminal emulation hardware and software which enable personal computers and Local and Wide Area Networks to communicate with RS6000 computers. Assist in maintaining RS6000 configuration descriptions which enable RS6000 computers to communicate with personal computers and Local and Wide Area Networks.
    • Assist with installing, moving, and maintaining network equipment, including servers, routers, hubs and workstations.
Other duties may be assigned.

QUALIFICATION REQUIREMENTS:

      EDUCATION and/or EXPERIENCE:

      B.S. in Computer Science, two years experience in programming and one year supporting personal computers/supporting network systems or an equivalent combination of education/experience that provides the required skills, knowledge and abilities.

      LANGUAGE SKILLS:

      Ability to read, analyze, and interpret general business periodicals, professional journal, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

      MATHEMATICAL SKILLS:

      Ability to calculate figures and amounts such as interest, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

      NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

      (A) Basic knowledge of local and wide area networks and a wide variety of personal computer software products such as DOS, Windows, Wordperfect and Lotus 123. Basic PC to RS6000 and local wide area network to RS6000 connectivity issues, including the setup and configuration of terminal emulation, router, bridges, and related software. Periodically accesses sensitive information required to perform job tasks, requiring the ability to maintain confidentiality.

      (B) Resolve common complaints and problems associated with the use of local and wide area networks, personal computers and software; knowledge of resources available to assist in solving basic local and wide area network hardware, software, and communications problems. Identify, analyze and correct hardware, software, topology, wiring and user problems with personal computer hardware and established City standard PC software packages. Have the knowledge to proficiently use materials, tools, equipment and techniques standard to the profession for installation, problem diagnosis, maintenance and repair of personal computers and local and wide area networks.

      (C) Communicate effectively, both orally and in writing; in clear, concise language appropriate for the purpose and parties addressed. Use tact, discretion and courtesy to gain the cooperation of and establish and maintain effective working relationships with public officials, consultants, vendors, co-workers, other departments, and diverse members of the public. Work independently or cooperatively as a team member.
