REPORTS TO: FINANCE SUPERVISOR
MISSION: To provide Residential Parking Zone (RPZ) permit and utility service to customers.
SUMMARY: Issue permits, maintain files, and provide RPZ customer service by phone or in person. Receipt cash transmittals from various City Departments. Process deposit refunds. Assist utility clerks with customer service. Assist Assistant Treasurer with miscellaneous tasks.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Maintain RPZ File:

Provide information to citizens in person and in writing concerning RPZ permits
Obtain information from citizens to determine RPZ eligibility
Issue and record RPZ permits
Provide printed reports to KITTCOM and Police Department
Maintain forms supply

Generate edit listing for annual deposit refunds; verify
Print checks, edit totals, record in check register; mail
Input refund data
Review/verify edit listing for finaled account deposit refunds; confirm deposits accurately credited
Process deposit refunds; mail checks with final statement
Issue miscellaneous deposit refunds
Maintain deposit files

Receive department funds for assigned departments
Verify accuracy of transmittals, mode of payment, consecutive receipt numbers
Issue receipt noting appropriate account number
Communicate with departments to solve problems

Receive payment from customer
Input payment, make change; issue receipt to customer

Answer public inquiries about billing amounts and date of service delivery
Answer public inquiries about deposit amounts on potential new accounts

Provide information regarding utility service
Determine deposit requirements
Complete service order and deposit receipt; obtain customer’s signature
Forward order to service person for meter readings
Post service order number and date to meter information card
Verify receipt of credit history

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:
High school diploma or general education degree (GED); and one year related experience and/or related training; or equivalent combination of education and experience.
LANGUAGE SKILLS:
Ability to read and comprehend instructions, correspondence, and memos. Ability to write correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
(A) Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures; working knowledge of bookkeeping or accounting principles and practices.
(B) Skill in operating listed tools and equipment; Periodically accesses sensitive information required to perform job tasks, requiring the ability to maintain confidentiality;
(C) Ability to perform arithmetic computations accurately and quickly; ability to communicate effectively verbally and in writing; ability to establish successful working relationships; ability to work under pressure and/or frequent interruptions. Ability to work well with public.
(D) Ability to act as a cashier and balance a cash drawer
SPECIAL REQUIREMENTS:
Must be bondable.
