JOB SUMMARY

Performs professional planning and technical work for transportation analysis purposes, including travel demand modeling, traffic simulation modeling, system capacity analysis, statistical data analysis, computer programming, and geographic information system applications. Analysis work performed supports ongoing transportation system monitoring, evaluation of land development and transportation projects and programs, and long-range transportation system planning and development.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Develops and determines methodologies, data sources, and techniques to be utilized in the conduct of planning analyses, planning studies, and research projects.

· Researches, analyzes, and interprets demographic and land use data and trends, including various planning issues and elements, household characteristics, travel behavior, housing and employment projection, and allocation for transportation study.

· Develops, analyzes, applies, and refines the travel forecasting model, including statistical analysis, travel behavior survey analysis, CTPP analysis and application, travel demand analysis, transit demand analysis, and complex in-depth studies and analyses on various modeling approaches.

· Analyzes transportation systems including evaluation of system performance for highway and transit, corridor studies, traffic impact analysis, and alternative analysis and evaluation.

· Supervises transportation data quality control in terms of data definition, data format, methodology, process, and application.

· Coordinates with other agencies, sections, and department in order to maintain "consistency", "reliability", and "validity" in the regional travel forecasting process and participates in the formulation and updating of goals and objectives.

· Study existing and proposed data processing and presentation systems, design and analyze the feasibility of alternative system approaches, gather and analyze system performance data, estimate cost and manpower requirements, and prepare reports and recommendations.

· Schedule implementation of new systems, evaluate performance and cost of new systems, and evaluate potential for use of new technology as it comes to market or before.

· Work closely with users to achieve data processing and presentation objectives, provide examples and ideas for meeting objectives, and be first contact for technical support.

· Devise methods for, and perform, data transfer between applications, platforms, and agencies. Perform complex data processing and presentation tasks on a routine basis, integrating a wide variety of applications, including but not limited to: travel forecasting model and techniques, geographic information systems (GIS), computer-assisted design (CAD), database, desktop publishing, presentation graphics, application programming, application macros, spreadsheet, and word processing.

· Produce technical documents, reports, and plans as required.

· Produce accurate and visually pleasing maps and illustrations.

· Maintain a current knowledge of system design, programming techniques, and application use so as to maximize system reliability and minimize developmental effort.

· Meet with representative of other local and state agencies/jurisdictions to determine how the agency can best provide technical service.

· Attends conferences, workshops, seminars, and forums pertinent to assigned program areas.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the Transportation Forecasting Manager.

No formal supervisory responsibilities but may act as lead to other staff.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited college or university with a degree in engineering, transportation, planning or related field

Four or more year of professional related experience in planning and evaluation of land use and/or transportation systems.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Knowledge of planning principles and techniques and the socioeconomic implications of planning.

Knowledge of software programs and databases used by the City for traffic modeling and traffic operations.

Knowledge of applicable Federal, State and local laws, regulations, policies and procedures.

Ability to organize, manage and analyze data and to interpret and report research findings as input to reports, plans and public presentations.

Ability to express ideas clearly and concisely both orally and in writing.

Ability to operate a motor vehicle and to maintain effective working relationships with peers, internal customers and the public.
