JOB SUMMARY
May be assigned to either the Civil Division or Criminal Division. Responsible for the operation and administration of the assigned division. Oversees and participates in the prosecution and litigation of criminal or civil cases, from the filing of cases to trials and appeals. Provides training/education for police, legal, governmental and community groups.
ESSENTIAL DUTIES AND RESPONSIBILITIES
It is the intention of this section to describe the general duties attributed to an incumbent in this classification regardless of an individual's assignment to the civil or criminal division. Please be aware that any one position does not perform all of these tasks as some tasks may have more relevance in one division and are not necessarily applicable in the other division.
- Supervises and directs work of staff members; provides legal training and education for staff members; motivates and evaluates assigned staff.
- Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
- Gathers, interprets, and prepares data for studies, reports and recommendations; coordinates departmental activities with other departments and agencies as needed.
- Provides professional legal advice to the City Council, City departments and police and probation departments for criminal matters.
- Prosecutes/litigates court cases.
- Represents the City on professional and governmental committees.
- Drafts briefs and legislation; tracks and responds to legislative changes.
- Assists with budget preparation.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the City Attorney or Deputy City Attorney.
Exercises supervision over Attorneys and administrative support staff either directly or through supervisors, as assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
Graduation from an accredited law school with a Juris Doctorate degree followed by admission to the Washington State Bar.
Seven or more years of progressively responsible related experience in civil or criminal litigation in a municipal environment as well as supervisory experience.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Considerable knowledge of state statutes relating to municipal affairs and criminal law; extensive knowledge of courtroom procedures and appellate practice; considerable knowledge of laws relating to the purchase of goods and services, contracting, labor, employment, land use, environment and traffic control; working knowledge of modern policies and practices of municipal law and public administration; working knowledge of managerial principles, techniques and practices; considerable knowledge of personal computers including word processing and spreadsheet applications.
Skill in preparing briefs and other legal documents.
Ability to prepare and analyze comprehensive legal documents; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, city officials, the court system, and the general public; ability to efficiently and effectively administer a division within the City's Legal Department.
