JOB SUMMARY
This position is located throughout the City in a variety of departments. Performs complex professional work in analyzing requests, and interpreting and applying budget guidelines.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:
- Plans and carries out budget procedures includes reviewing and assisting in budget preparation and monitoring performance measures and fiscal forecasts; and attends budget meetings and public hearings.
- Provides information on budget alternatives and recommendations to the Budget Manager, City department heads, and to the public.
- Conducts special studies that require data compilation; analyzes and interprets information in oral and written presentations.
- Develops and maintains budget monitoring models and coordinates production of the formal monitoring report.
- Assists departments in preparing proposals and contracts, agenda items, and supporting information; explains policies and procedures; and gives advice on management issues.
- Responsible for monitoring budgets of assigned departments which includes giving assistance in making transfers; reviewing requisitions to determine availability of funds in the budget account for the proposed purchase; and ensuring compliance with established procedures.
- Makes preliminary review of contracts for compliance with budget and administrative policy.
- Assists in liaison with agencies performing public services under contract with the City.
SUPERVISION RECEIVED AND EXERCISED
Works under general supervision.
No formal supervisory responsibilities but may lead and direct the work of other staff.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited four-year college or university with a degree in Finance, Accounting, Business or Public Administration or related field.
Five or more years of professional related experience in budgeting or accounting, preferably in the public sector, or related field.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Considerable knowledge of public budgeting and accounting.
Considerable knowledge of the principles and practices of organization and management.
Considerable knowledge of the organization and functions of the City government with emphasis on departments to which assigned.
Ability to research, analyze, and evaluated proposed programs and expenditures.
Ability to express ideas effectively orally and in writing.
Ability to work with large amounts of data, interpret financial records, detect errors, and prepare financial reports.
Expertise with databases and spreadsheet programs utilized by the City; expertise in use of City's central financial information system.
Ability to maintain effective working relationships with other employees.
