JOB SUMMARY

Performs professional work in analyzing the operations and activities, interpreting, and applying the insurance function for the City's Risk Management Program and for the contracting governmental entities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Analyzes the operations and activities of the City's Risk Management Program and for the contracting governmental entities in order to make recommendations for their property, casualty, worker's compensation, and surety insurance coverage.

· Gathers information and prepare necessary insurance coverage specifications for insurance policy renewals.

· Secures, analyzes, and evaluates quotations.

· Makes recommendations on the quotations to the Risk Manager and governmental entity.

· Arranges for the purchase of insurance when this is the chosen risk financing technique.

· Checks and approves each purchased policy for technical accuracy with respect to coverage and cost.

· Prepares a policy digest for lay persons when necessary.

· Keeps abreast of technical changes to new and existing insurance coverage and changes in costs.

· Maintains knowledge of changing financial position of insurance companies with whom the City does business to assure that they can pay losses.

· Maintains and updates property schedules, vehicle and equipment inventories, loss histories, and other pertinent information on all entities contracting with the City for Risk Management Services.

· Assists the Risk Manager in special projects related to safety, security, risk control, risk financing, claims administration, and other risk management activities for the City and other governmental entities with whom the City contracts.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the Risk Manager.

No formal supervisory responsibilities.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in Finance, Business or Public Administration or related field.

Four or more years of professional related experience at least one of the following areas: risk management including worker's compensation, property and liability; risk and loss control; unemployment compensation; and/or work-place safety.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Associate in Risk Management preferred.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Thorough knowledge of insurance and insurance procurement.

Considerable knowledge of the philosophy, principles, and practice of risk management.

Considerable knowledge of OSHA regulations.

Working knowledge of the organization and functions of City government, including government finance, budget, and personnel administration.

Knowledge of databases and spreadsheet programs utilized by the City; knowledge of the City's central financial information system.

Ability to interpret and analyze financial, technical and accident data.

Ability to summarize, compile, and tabulate narrative and numerical material.

Ability to communicate complex ideas in public, orally and in writing.

Ability to establish and maintain effective working relationships with persons contacted in the course of work.
