JOB SUMMARY
This position is located in a variety of departments. Generally, incumbents in this classification share the overall responsibility of managing, overseeing and establishing the strategic direction for a single or multiple City program(s).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:
- Establishes strategic direction for program to accomplish objectives; manages staff engaged in administering program or programs; plans organizes and manages programs and services; coordinates with City leadership, advisory boards, and regional authorities on program direction; negotiates and resolves significant and controversial issues.
- Defines, or assists in defining, program goals and objectives; establishes methods and means of accomplishing program objectives; implements policies and procedures.
- Oversees the development of public involvement processes, community outreach.
- Ensures that performance measures and standards for program(s) are met; monitors performance; guides staff in making adjustments to program administration and strategy to ensure that standards are achieved.
- Provides advice and assistance in areas of contract management.
- Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork; selects, trains and evaluates staff.
- Directs and reviews the program work plan; assigns work activities and projects; monitors workflow.
- Makes reports and presentations on program to City Council, other agencies, citizens and business groups.
- Leads internal teams related to program; coordinates with appropriate City departments and other employees.
- Participates in local, regional and State groups and committees; serves as the City's representative to said groups.
SUPERVISION RECEIVED AND EXERCISED
Works under general supervision.
Supervises program staff, program administrators and support staff.
EDUCATION AND EXPERIENCE REQUIREMENTS
Graduation from an accredited four-year college or university with a degree in business, public administration or communications.
Five or more years of progressively responsible related experience in program management, preferably in the public sector as well as supervisory experience.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Thorough knowledge of the principles and practices of public sector organization and program operations; knowledge of projects management, including planning, scheduling, monitoring, and problem solving; knowledge of the methods and procedures of budget development and control; considerable knowledge of City, state and federal laws and regulation relevant to the program area as well as departmental policies and procedures.
Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the program's goals.
Ability to effectively plan, assign, direct and evaluate the work of staff; ability to establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors and other City staff; ability to communicate and express ideas effectively, both orally and in writing.
Ability to prepare informative financial reports and deliver persuasive, succinct presentations to senior management, elected officials and community groups as required.
