JOB SUMMARY

This position is located throughout the City in a variety of departments and may share many of the more general duties and responsibilities described in the broad categories shown below. Additional specific duties may be performed by incumbents depending upon their assigned programmatic area(s), but those specific duties are not reflected here. Generally all incumbents in this classification share the overall responsibility of administering a City program (serving populations both internal to the City organization and the general public).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:

    · Program administration: Administers direct service programs and/or internal projects; provides support and information to advisory board, commission or internal departmental /City oversight group.

    · Public relations and community outreach: serves as a liaison between City program and customers at community meetings and other points of public contact; prepares and distributes informational and marketing materials; coordinates special events; speaks and presents information about the program to community groups, volunteers, other agencies and employees; develops and creates educational programs and public involvement opportunities; recruits and oversees program volunteers and participants.

    · Performance measurement: monitors performance; makes recommendations for adjustments in program administration and strategy to ensure that standards are achieved.

    · Contract Administration: develops, negotiates and/or manages contracts and agreements with vendors, other City departments, other jurisdictions and partners; ensures that contractual specifications are met; ensures that contractual work remains within established budget parameters.

    · Research and report writing: researches questions and concerns; prepares reports on complex information; tracks statistical information as required.

    · Regulatory compliance: Ensures compliance with Federal, State and City laws, regulations and policies; investigates complaints of alleged violations; interprets policies and procedures; stays abreast of current rules and laws and recommends changes to program policies and procedures to keep t hem current.

    · Project Management: Manages high-level special projects on a variety of topics including business process, automation, strategic planning, performance measurement and budgeting; oversees and coordinates project schedule, staffing, participation and analysis; responsible for meeting project objectives and outcomes

    · Budget and grant administration: administers the financial aspects of City programs including budgets, grant solicitations, grant awards, and preparation of grant applications.

SUPERVISION RECEIVED AND EXERCISED

Works under general supervision.

May formally supervise support staff and/or volunteers. Position requires the ability to exercise influence with positions and people where no formal supervisory relationship exists.

EDUCATION AND EXPERIENCE REQUIREMENTS

Graduation from an accredited four-year college or university with a degree in business or public administration or communications.

Five or more years of professional related experience in managing programs, preferably in the public sector, which experience includes budgetary and analytical duties.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Thorough knowledge of the principles and practices of public sector organization and program operations; knowledge of projects management, including planning, scheduling, monitoring, and problem solving; knowledge of the methods and procedures of budget development and control; considerable knowledge of City, state and federal laws and regulation relevant to the program area as well as departmental policies and procedures.

Ability to establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors and other City staff; ability to communicate and express ideas effectively, both orally and in writing.

Knowledge of effective contract administration.

Ability to read, understand and interpret Federal, State and local laws and regulations.

Ability to conduct complex administrative studies. Ability to prepare reports and deliver persuasive, succinct presentations to community groups as required.
