JOB SUMMARY

Manages the development, implementation, administration, maintenance and preservation of the City's records and information management program. Establishes overall direction; plans, develops and implements electronic records software and records management component of other electronic systems throughout the City. Oversees the public disclosure process.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assigns, monitors, manages and coaches division staff and contractors.; plans, assigns and reviews the work of technical and clerical employees.
  • In coordination with the Information Services Department, oversees the design, development and implementation of City-wide records and information management program that complies with Federal and State laws. Assists with cost/benefit analyses for RIM programs.
  • Works closely with departments to determine best business process for the systematic preservation of total life cycle of records using both manual and automated methods as required.
  • Administers City's record and information management policies and proposes changes as needed to reflect changing technology and City systems.
  • Administers the function of public records disclosure, assisting the public in accessing records and information in compliance with the Public Records act and City policy.
  • Develops and administers the City's record retention and disposition schedules; preserves and protects the City's historical records and information.
  • Supervises the operation of a variety of micrographic and processing equipment used in a microfilming operation.
  • Establishes priorities of work orders to insure the most economical use of equipment and personnel.
  • Educates and trains all levels of City staff on policies, processes and procedures for RIM and public records disclosure.
  • Supervises the records storage center and the destruction of forms and records.
  • Acts as liaison between state and local offices.
  • Reviews completed work for adherence to quality standards and departmental goals.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the City Clerk.

Exercises supervision over Public Records Analysts and support staff, as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

Graduation from an accredited four-year college or university with a degree in Information Sciences, Library Sciences, Business or Public Administration.

Five or more years of professional related experience in information and/or records management including management of automated and manual retention /preservations processes.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Certified Records Manager required.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Knowledge of Washington State laws and rules of procedure related to records management, inventory and retention; ability to analyze public records requests, and to articulate requirements to departments, citizens, and other agencies and groups.

Considerable knowledge of RIM concepts, theories and practices; knowledge of project management techniques and practices.

Ability to research and analyze complex information and prepare clear verbal and written reports.

Knowledge of the principles of office management and supervision.

Knowledge of a variety of micrographic processing and duplicating equipment.

Ability to plan, organize, and supervise the work of technical and clerical personnel.

Ability to establish effective working relationships with employees, elected officials, and citizens.
