JOB SUMMARY
Supervises and collaborates with a team of professional staff in the planning and implementation of neighborhood, public education, and community outreach programs. Works closely with neighborhood and citizen leaders to develop bonds of trust, ongoing communication, and working relationships with the City.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Manages a variety of programs that build Bellevue neighborhoods' social and organizational capacity. The incumbent assists and provides training for neighborhood leaders in forming new community associations. This includes the development and implementation of programs that bolster neighborhood character and health and may also include programs that provide capital improvements for small neighborhood enhancements.
· Communicates and advises City staff and Council regarding neighborhood issues.
· Prepares and delivers presentations to neighborhood, community, and decision-making groups.
· Addresses government-related concerns of citizen and neighborhood associations. The incumbent works with neighborhoods to identify and address city and neighborhood issues that affect any department in the City through the Neighborhood Liaisons Program and the Neighborhood Networks program.
· Supervises activities of the Neighborhood Outreach Team; provides advice, counsel and assistance.
· Develops new programs and refines existing programs to enhance the City's communication and rapport with citizens and neighborhoods.
· Operates a neighborhood service center.
SUPERVISION RECEIVED AND EXERCISED
Works under general supervision.
Exercises supervision over staff.
Graduation from an accredited four-year college or university with a degree in business, public administration or communications.
Five or more years of progressively responsible related experience in program management, preferably in the public sector as well as supervisory experience.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Thorough knowledge of the principles and practices of public sector organization and program operations; knowledge of project management, including planning, scheduling, monitoring, and problem solving; knowledge of the methods and procedures of budget development and control; considerable knowledge of City, state and federal laws and regulation relevant to the program area as well as departmental policies and procedures.
Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the program's goals.
Ability to effectively plan, assign, direct and evaluate the work of staff; ability to establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors and other City staff; ability to communicate and express ideas effectively, both orally and in writing.
Ability to prepare informative financial reports and deliver persuasive, succinct presentations to senior management, elected officials and community groups as required.
