JOB SUMMARY

Responsible for the supervision of day-to-day operations and activities within a single IS division. Supervises department analysts, technicians, and contractors. Balances and prioritizes staff workloads, motivates employees and evaluates performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Assigns, schedules and supervises the daily activities of IS staff within one of four IS divisions: Client Services, Network and Support Services, Applications Services and GIS.

· Provides first-line supervisory accountability for resolution of network or PC failures or problems.

· Assigns, schedules and supervises the daily activities of staff responsible for providing direct and remote assistance to PC customers, and performing specific network maintenance and administration duties.

· Selects, trains, motivates and evaluates assigned staff; coordinates staff training. Implements discipline and termination procedures.

· Participates in developing short- and long-term goals for the IS Department. Evaluates current industry trends and determines feasibility for use.

· Communicates with customers and/or upper management on project status and appropriate maintenance or installation timelines. Prepares tracking and status reports.

· Works with vendors and contract personnel in defining and performing routine contracted work.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the Information Services Manager.

Exercises supervision over systems analysts and other IS support staff, either directly or through supervisors, as assigned.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in Computer Science or other related field(s).

Three or more years of progressively responsible related experience in network/systems design and development and project management, as well as supervisory experience.

Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Extensive knowledge of information technology; considerable knowledge of data and voice communication systems; considerable knowledge of office automation systems; considerable knowledge of application development principles and database design; considerable knowledge of local area networks (LAN); working knowledge of client/server network security and Internet/Intranet applications; significant project management experience; in-depth knowledge of data networks, networking protocols (TCP/IP), and network monitoring tools; considerable knowledge of network security.

Ability to prepare and analyze complex reports; ability to maintain efficient and effective automated systems; ability to effectively supervise staff; ability to establish and maintain effective working relationships with employees, City officials; ability to communicate effective orally and in writing.
