JOB SUMMARY
Responsible for managing IS operations for a single unit including Network and Systems Support, Client Services, Application Services, or GIS. Establishes objectives, programs, work-plans and standards to implement unit goals as established by the CIO and Assistant Director of IS. Determines and recommends unit budgets and analyzes controllable expenditures. May plan and coordinate the evaluation and effectiveness of IT systems and the feasibility and potential value of new systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Directs, coordinates and reviews work for assigned division within IS; assigns work activities and monitors work flow.
· Reviews and evaluates methods and procedures and implements changes to increase work flow or project efficiencies.
· Develops short- and long-term program goals and objectives; administers timeliness to effectively accomplish goals and objectives on time and within budget.
· Defines policies and procedures relating to all services provided within division.
· Develops and monitors division budget. Forecasts needed funds for additional staffing, equipment, materials and supplies.
· Recruits, retains, and evaluates performance of supervisor and direct reports within the division.
· Leads or participates on technology committees and teams.
· Prepares and presents summary reports on division activities.
SUPERVISION RECEIVED AND EXERCISED
Works under the general supervision of the Assistant Director for IS.
Exercises supervision over professional and/or administrative staff, as assigned.
EDUCATION AND EXPERIENCE REQUIRMENTS
Graduation from an accredited four-year college or university with a degree in Computer Science, Business Systems or other related field(s).
Five or more years of progressively responsible related experience in project management, information services management, or application/systems support, as well as supervisory experience.
Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Extensive knowledge of information technology; theory, principles and practices; considerable knowledge of data and voice communication systems; considerable knowledge of modern electronic data processing theory, principles, and practices; considerable knowledge of office automation systems; considerable knowledge of application development principles and database design; considerable knowledge of local area networks (LAN); working knowledge of client/server network protocols and Internet/Intranet applications; significant project management experience.
Ability to prepare and analyze complex reports; ability to maintain efficient and effective automated systems; ability to effectively supervise staff; ability to establish and maintain effective working relationships with employees, City officials; ability to communicate effective orally and in writing.
