JOB SUMMARY

Plans and develops the day to day human services programs. Provides planning and technical assistance to all programs and community groups.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Manages day to day operations.

· Monitors program accomplishments and prepares reports to evaluate contractual compliance and internal management.

· Researches and responds to internal and external request for information and prepares reports on findings.

· Provides planning and technical assistance to all human services programs and community groups.

· Identifies human services programs which are responsive to community needs.

· Plans and develops human services programs.

· Identifies community human services needs and determines appropriate services to respond to those needs.

· Identifies potential program funding sources and prepares funding requests; negotiates funding and prepares contracts.

· Prepares and maintains departmental plans and manuals.

· Analyzes and reports on potential impact of legislation and regulations on City human services programs.

· Represents Human Services Department and City on state and local planning groups.

· Staffs assigned citizen committees.

· Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

· Recruits, selects, supervises and evaluates professional and technical staff; provides direction to staff; ensures resolution of problems; sets priorities, establishes work loads and provides support in decision-making.

· Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of an Assistant Director.

Exercises supervision over Human Services Coordinators and administrative staff, as assigned.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in business or public administration, social services or related field.

Three or more year of progressively responsible related experience in the management of community and social services.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Knowledge of federal, state, and local social service funding sources and applicable laws and regulations.

Knowledge of principles and practices of public administration.

Knowledge of principles and practices of program planning and evaluation.

Knowledge of principles and practices of supervision and personnel administration.

Ability to evaluate programs in relation to human services needs.

Ability to develop human service plans.

Ability to communicate orally in the English language with customers, clients, and the public using a telephone, and in group and face-to-face, one-to-one settings.

Ability to produce documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.

Ability to comprehend and make inferences from written material.

Ability to perform a broad range of supervisory responsibilities over others.

Ability to observe, compare or monitor data to determine compliance with contractual requirements.

Ability to work cooperatively with others.

Ability to review or check the work products of others to ensure conformance to standards.
