JOB SUMMARY

Performs administrative support and technical assistance in the delivery of human resources services to employees and managers. Positions may be assigned to one or more functional service areas including human resources information systems, compensation, recruiting, benefits administration, labor relations, or training.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:

  • Processes employment, payroll, and benefit enrollment change notices and/or initial forms.
  • Enters employee payroll change information into timekeeping system.
  • Maintains record of insurance coverage, pension plans, and personnel transactions such as hires, promotions, transfers, performance reviews, and terminations.
  • Assists with and coordinates recruitment efforts.
  • Creates and maintains automated reports.
  • Performs general research and analysis of information to prepare reports.
  • Prepares and sends routine correspondence and notices to internal and external customers.
  • Assists with the department budget process.
  • Processes, conducts, and completes salary/market surveys.
  • Processes employment verifications.
  • Assists with preparation and monitoring of department budget.

SUPERVISION RECEIVED AND EXERCISED

Works under the close supervision of the Compensation, Benefits, and HRIS Manager; Labor Relations Manager; or other department manager, as assigned.

No formal supervisory responsibilities.

EDUCATION AND EXPERIENCE REQUIRMENTS

High School diploma and one or more years of specialized training in human resources, finance, or other related field.

Three or more years of responsible related experience in general office, clerical or customer service work as well as human resources experience.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Some knowledge of current trends and practices of human resource administration; basic understanding of employee classification, compensation and benefits, recruitment, selection, training, or labor relations.

Ability to operate a personal computer; knowledge of the databases and spreadsheet programs utilized by the City; knowledge of the City's timekeeping and HRIS systems.

Skill in updating job descriptions and preparing job announcements and advertisements.

Ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with applicants, employees, officials, labor unions and the general public; ability to maintain confidential and sensitive information; ability to understand and follow instructions.

Ability to accurately record and input numbers and perform basic mathematical calculations.

Ability to learn and understand payroll systems and processing requirements.

Ability to listen and ascertain the needs of customers; ability to find and communicate accurate information concerning process, policies and procedures to customers; ability to respond to customers tactfully and courteously.
