JOB SUMMARY
Originate home repair loans through the Housing and Urban Development (HUD) Community Development Block Grant. The incumbent provides quality loans by underwriting and evaluating loan applications. This position Works under the guidelines of Community Development Block Grant, Section 312 rehabilitation regulations, and Section 108 Loan Guarantee Program, as well as City and Departmental policies and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Develop and implement a marketing plan to inform the public about the availability and benefit of home rehabilitation loans.
Provide service to customers and prospective customers seeking home repair loans. The incumbent:
· Interviews applicants to develop information concerning their needs, desires, and earnings to assist in determining whether the loan will be an acceptable risk; obtains and analyzes pertinent financial and credit data.
· Arranges for the appraisal of residential properties.
· Arranges for or conducts title searches and obtains necessary documents.
· Approves or rejects loans, referring larger or exception loans to the Loan Review Board.
· Ensures the preparation and processing of forms and legal documents required for loans.
· Prepares loan closing documents and oversees loan fund disbursements. Assists clients with questions about program loan documents. Notarizes loan documents on request.
Works with the King County Housing Authority (KCHA) to oversee implementation of repair work. Conducts home visit with KCHA Housing Rehabilitation Specialist to determine eligibility and cost estimate of repairs requested. The incumbent may also conduct scheduled inspections of work progress before authorizing the disbursement of funds to contractors and to ensure that the project is proceeding as scheduled, and that all building code requirements have been met.
Maintaining accurate and current records of the status of projects that have been financed by the program. The incumbent:
· Prepares annual reports on the housing program activities and financial status.
· Provides service and financial statistics regarding the program's performance for the HUD Grantee Performance Report (GPR) and the Finance Department annual reports, and
· Works with the Administrative Clerk to maintain client loan files and program accounting system for program expenditures and income.
Processes subordination requests.
SUPERVISION RECEIVED AND EXERCISED
Works under general supervision.
No formal supervision, but may provide guidance to lower level employees.
EDUCATION AND EXPERIENCE REQUIREMENTS
Graduation from a 4-year college or university program related to business administration or social science preferred.
Two years experience in governmental programs involving housing rehabilitation or mortgage processing with knowledge of real estate, title, escrow and loan procedures.
Or, any equivalent combination of education and experience.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Ability to work effectively with diverse groups of people, respond to client complaints and communicate loan denials with diplomacy.
Working knowledge of pertinent Federal and State labor housing regulations (such as the Davis Bacon Act and the Fair Labor Standards Act) preferred.
Working knowledge of computer spreadsheet and word processing programs.
Oral and written comminations skills.
Skilled in problem solving analysis, decision making, time management and attention to detail.
Ability to prepare accurate and timely detailed financial and performance reports.
Notary Public Certification preferred.
