JOB SUMMARY

Manages high profile and politically sensitive financial and investment projects and programs having a substantial financial and City-wide impact.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manages assigned program or fund day to day operations; monitors program performance and compliance with established policies and procedures; manages changes/enhancements.
  • Performs high level research and analyzes routine and complex information for trends; prepares reports and makes presentations to employees, committees and managers; reviews legislative initiatives, determines impacts and presents findings; uses technology for both research and development of reports.
  • Ensures that programs comply with federal, state and local regulations and practices;
  • Trains and provides guidance to employees as assigned.
  • Coordinates the development, presentation, and administration of the Finance Department budget as assigned.
  • Manages special projects.
  • Directs and supervises the work of consultants and staff.
  • Develops and maintains good working relationships with other City employees, managers, vendors, and community representatives.
  • Advises and counsels department staff on financial issues.
  • Drafts and develops comprehensive reports.

SUPERVISION RECEIVED AND EXERCISED

Works under general supervision.

No formal supervisory authority, but provides training to and may serve as a lead to other staff on specific projects.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in Accounting, Economics, Finance or Business Administration.

Five or more years of professional related experience.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Knowledge of municipal accounting and auditing including enterprise funds.

Knowledge of principles and practices of municipal finance administration including budget preparation.

Knowledge of statistical methods.

Knowledge of economics.

Knowledge of financial system design and analysis; Expertise with databases and spreadsheet programs utilized by the City; expertise in use of City's central financial information system.

Ability to apply sound administrative and fiscal practices.

Ability to write clear, comprehensive explanatory texts to accompany financial reports; Skill in researching complex issues and developing recommended actions;

Ability to develop manual and computerized financial systems.

Ability to prepare accounting/financial data projections.

Ability to present ideas effectively orally and in writing.
