JOB SUMMARY

This position is located throughout the City in a variety of departments. Plans, directs, organizes, coordinates and manages a broad range of financial and business management services for a major division within the City of Bellevue with primary emphasis in the areas of developing and monitoring budgets.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:

  • Plans, organizes, directs and manages fiscal activities of assigned service area.
  • Plans and organizes business activities schedules.
  • Directs and manages the activities of assigned staff involved in fiscal impact, personnel, collecting, developing, reviewing and interpreting information to support financial audit results
  • Plans, organizes, schedules, directs and manages the activities of assigned staff involved in the development, maintenance, and processing of all division fiscal and personnel records budgets.
  • Advises and manages staff analyses of the reliability and integrity of financial and operating information and communication of the results.
  • Coordinates accounting and payroll activities with human resources services, budgeting, purchasing, contracts, data processing, and other business management functions and services.
  • Develops special analysis tools and conducts analysis.
  • Updates and maintains management information systems, develops data bases and spreadsheets and creates fiscal and statistical reports.
  • Advises and interprets federal and state regulations, accounting principles.
  • Supervise the preparation of reports and analyses involving financial projections, available resources, and prospective changes in programs.

SUPERVISION RECEIVED AND EXERCISED

Works under general supervision.

Exercises supervision over professional and/or administrative staff, as assigned.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in Finance, Accounting, Business or Public Administration or related field.

Seven or more years of progressively responsible related experience in finance, accounting, budgeting, investments, fiscal policy analysis or related field, with experience in the public sector.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Knowledge of concepts, laws, principles, practices and techniques of accounting, auditing, financial programs including budgeting; principles and practices of personnel management and supervision, organization and management, budget preparation and administration, and administration and legislation analysis and implementation.

Knowledge of databases and spreadsheet programs utilized by the City; knowledge of use of City's central financial information system.

Ability to plan and organize work.

Ability to analyze and interpret a variety of legal, statistical, narrative data ranging from simple to very complex.

Ability to exercise good judgment.

Ability to communicate effectively orally and in writing; establish and maintain effective working relationships

Ability to supervise professional, paraprofessional and clerical employees engaged in a wide variety of projects, programs and systems.

Ability to follow oral and written directions, policies, procedures.
