JOB SUMMARY

Manages a section of the Finance Department under the direction of the Director or an Assistant Director to provide central design and administration of the City's major fiscal planning, fiscal accountability, purchasing, cash management, financial control and/or other fiscal management systems. Work is performed under the general guidance of an Assistant Director and in accordance with sound accounting principles, applicable statutes, regulations and legally mandated reporting standards. Positions resolve interdepartmental or interagency fiscal processes, reporting and accounting discrepancies or other issues of financial control involving complex financial transactions which have direct impact on the City's financial systems, credit rating, financial credibility and legal compliance determination. Incumbents have major responsibility for making decisions regarding the collection of City revenues and proper planning for and accounting of all City revenues, expenditures, assets and liabilities. These positions have substantial responsibility for the interface with automated Information Technology applications for accounting, purchasing, taxation, cash management and other financial systems. They may also be called upon to interpret, explain or present City tax laws, complex fiscal issues, plans and processes to City staff, elected officials and the public. Finance Division managers are required to supervise a number of support staff and professional personnel. Finance Division Mangers have management responsibility for the operation of a major financial section with the Finance Department. Incumbents are responsible for full and continuous supervision including a key role in hiring, training, evaluating and terminating all staff in their assigned areas. Incumbents are an active member of the department's management team and as such have major responsibility for the management of the City's financial system and reporting functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:

  • Manage such major aspects of municipal finances as accounting, treasury, tax administration, risk management, procurement, payroll, budgeting, financial reoprting or systems development and administration.
  • Collect, disburse, account for and manage City funds as guided by sound accounting principles, internal control practices and applicable federal and state laws local ordinances and administrative policies.
  • Design proposed new accounting systems or improve established methods. This includes evaluating accounting needs, providing specifications for systems, coordinating information processing requirements and developing recommendations to department management.
  • Work with staff in other departments to help evaluate and fulfill needs for new or improved financial information or to help staff interpret and use existing financial information.
  • Works with auditors from various grant agencies, State Auditor's Office, and others providing information, explanation and guidance to assure successful audit reports.
  • Manages and controls operating budgets and develops and administers division budget.
  • Resolves interdepartmental or interagency conflicts related to the implementation, interpretation, or correct use of systems, processes and procedures; and revises systems to prevent improper transactions; motivates staff and other departments to comply with established policies and procedures.
  • Establishes policies and procedures to insure proper recording of financial transactions in compliance with City, State and Federal reporting requirements.
  • Develops formal and informal management information systems in response to departmental needs for financial data; performs analysis of complex financial information as background for Council and management decision making, including expense and revenue projects and legislative analyses.
  • Performs an array of local tax administration functions including taxpayer information materials, complex tax determinations, directs field/desk audits, taxpayer detection and delinquent collection efforts, and provides taxpayer and collection trend analysis for economic evaluation.
  • Supervises staff, plans, organizes, directs and evaluates the work of subordinates; guides and motivates staff to perform at an effective level.
  • Directs the sale and disposal of all surplus City property and unclaimed personal property.
  • Administers bidding an contracting activity and proves assistance in preparing recommendations of award for City Council consideration.
  • Advises City employees, the public and private contractors of Citywide policies and procedures as they pertain to specific functions of purchasing, revenues, assets, taxes, internal controls and audits.
  • Directs or supports the implementation of effective internal control practices, training and evaluation.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the Director or Assistant Director.

Supervises professional and support staff either directly or through others.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in Accounting, Finance, Information Systems, Business or Public Administration.

Five or more years of professional related experience (preferably in the public sector) in areas of accounting, budgeting, tax administration, purchasing, information systems, cash management or financial management as applicable to the specific position being applied for. Several years experience in the administration of business/government financial systems and significant supervisory responsibility for professional, paraprofessional and support staff.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Extensive knowledge of generally accepted accounting theories, principles and practices and cash management theories; principles and practices in areas of banking services, debt financing, information systems, vendor negotiation, contract and bid requirements, taxation and internal control.

Considerable knowledge of principles of complex accounting system design.

Knowledge of :

  • information systems capabilities as applied to financial systems,
  • municipal accounting and fiscal management functions and their interrelationships.
  • principles and practices of work unit level fiscal planning, including revenue and expenditure projection, analysis, monitoring and evaluation.
  • information processing techniques, workflow analysis methods, forms management, budgeting and cost control principles.

Ability to:

  • design and implement accounting systems capable of proper transaction control, classification and summary.
  • meet local, state and federal reporting requirements and regulations.
  • manage revenue collection, debt service, purchasing, cash management, accounting and other complex fiscal accounting tasks.
  • research, analyze and interpret comprehensive financial data and write concise, complete reports.
  • Make verbal presentations of complex issues,
  • troubleshoot accounting problems and clarify or correct established procedures.
  • lead and supervise professional, paraprofessional and clerical staff.
