JOB SUMMARY

Assists in the management and supervision of a section of the Finance Department under the direction of a Finance Division Manager to provide overall coordination and maintenance of that segment of the Finance Departments internal operations activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Performs duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:

  • Provide day-to-day coordination and scheduling of activities to ensure that processing, operations and accounting timeframes are meet.
  • Oversee work activities to ensure all activities conform to established control procedures.
  • Review and/or prepare detailed reports of operations and transaction activities, presenting any irregularities or exceptions to management.
  • Review and analyze the effectiveness of operating procedures, recommending changes and improvements as appropriate.
  • Assist in the formulation, recommendation, and implementation of financial operations policies, by serving on committees relative to operations and equipment and by collaborating with others in the study and review of proposals.
  • Study the effectiveness of procedures, methods, and practices that are used in, or have an effect on, the financial operations activities.
  • Keep informed of new developments and ideas which would affect financial operations.
  • Exercise procedural and administrative control over all financial operations areas for which the individual is responsible and establish, within the limits of operations policy, the aims and objectives of the various areas.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of a Finance Division Manager.

Supervises professional, para-professional and support staff.

EDUCATION AND EXPERIENCE REQUIRMENTS

Graduation from an accredited four-year college or university with a degree in Accounting, Finance, Business or Public Administration.

3 or more years of experience (preferably in the public sector) in areas of accounting, budgeting, tax administration, purchasing, information systems, cash management or financial management as applicable to the specific position.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Knowledge of generally accepted accounting theories, principles and practices and cash management theories; principles and practices. Extensive knowledge of operations control and transaction processing efficiency.
