JOB SUMMARY

Manages the fleet and communications infrastructure that supports the delivery of public health and safety services to the community. The incumbent ensures the preservation and maintenance of the City's fleet of vehicles not only for public safety services but for all City vehicles. Additionally, the incumbent ensures that electronic communication systems are operational at all times to support the City's emergency communication needs and to fulfill contractual services to other municipalities who rely on the expertise of the City's Fleet and Communications section. This position also manages replacement reserve funds (a multi-million dollar budget) for mechanical and electronic equipment throughout the City (including equipment that is not part of Fleet and Communications operations such as traffic signals, the traffic computer, the City Hall deli's equipment, Bellevue TV's video equipment, etc.)

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Manage the following sections to ensure the infrastructure for public health and safety is operating effectively at all times.

      _ Fleet Operations to maintain the fleet for the Fire, Police, Utilities, Parks, Transportation and other City Departments.

      _ Electronic Services to support the City's radio system, regional 911 communication system and provides support to other cities' and school districts' communications system.

      _ Auto Parts and Motor Pool to ensure adequate supply of parts, fuel, and rental vehicles to the City departments.

    The incumbent also: ...performs replacement analysis of vehicles, equipment and electronic systems; ...monitors and approves expenditures for labor, materials, outside services and capital improvements; ...manages regional contracts with outside agencies for electronic communication services, accident investigations and radio maintenance; and ...establishes fuel rates, monitoring fuel usage for eight fuel sites.

· Plan, direct, organize, coordinate and provide financial management for assets, services and the annual operating budget. The incumbent:

      _ provides overall asset management for physical assets under their span of control including the establishment of replacement rates, recommendation for which assets should be replaced, and is responsible for disposal of surplus and procurement of new assets;

      _ establishes maintenance rates, motor pool rates, and fuel rates to ensure an appropriate revenue stream for services,

      _ develop and manage the annual operating budget for Fleet and Communications.

· Provide overall operations management for subordinate activities. The incumbent:

      _ Manages the mechanical and electronic repair shop operations for maximum efficiency, effectiveness, and customer service. Provides regional technical services (through contract) to other governmental agencies.

      _ Performs ongoing cost reviews and workload planning; establishes Fleet & Communication goals.

      _ Responsible for business line-related special projects and emerging issues such as Business Process Improvement and Maintenance Management Information System project management; performance measures development; facilities planning and development; and emergency preparedness and response planning.

· Manage personnel, performance issues, disciplinary measures, and the evaluation of subordinates, operational practices and procedures. Participates in bargaining unit negotiations with Teamsters & IBEW.

· Recruit, select, supervise and evaluate technical and maintenance staff; provides direction to staff; ensures resolution of problems; sets priorities, establishes work loads and provides support in decision-making. Create and administer staff development and training programs.

· Establish and maintain a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.

· Recommend policies and procedures; ensures effective implementation and adherence.

· Develop service agreements as a service provider to other departments and outside agencies.

· Develop and manage budgets.

· Develop comprehensive planning and project management.

· Represent the division on department and interdepartmental committees. This position plays a key role on or chairs committees dealing with business matters related to their span of control. Other departments typically include Utilities, Finance, IS, PCD, Police and Fire.

· Manage and administer risk management issues.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of an Assistant Director.

Exercises supervision over professional, technical, maintenance, and administrative staff either directly or through subordinate supervisors, as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor's degree in public administration, business, planning, engineering or a related field.

Five or more years of progressively responsible related experience in general operations management.

Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.

Required certifications may vary depending on actual work performed.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Considerable knowledge of project management principles and techniques.

Knowledge of the principles, practices and procedures of public and business administration as applied in a large organization.

Knowledge of budgeting and accounting principles, practices, and processes.

Customer service experience and ability to interact with a diverse internal/external client base.

Strong collaborative problem-solving orientation.

Proficient personal computing skills using various software applications including word processing, spreadsheets, and databases.

Ability to organize, analyze, interpret and evaluate problems and provide practical, cost effective solutions; ability to juggle multiple priorities; ability to communicate effectively with customers, co-workers, contractors and the general public, both orally and in writing.

Ability to plan, organize and monitor the work and activities of self and direct reports; ability to plan, organize and monitor activities according to priorities, established schedules and deadlines.

Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the project's goals.
