JOB SUMMARY

Manages and oversees the development, maintenance, and testing of a comprehensive, all-hazard emergency management program for the City and community.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Develops and maintains the City's comprehensive all-hazard Emergency Operations Plan, including policy documents.

· Develops and manages the work of the Emergency Management Committee, serves as the committee chair; staffs the Emergency Operations Board.

· Applies for and manages the State and Local Assistance grant that partially funds the emergency management program,

· Represents the City on regional emergency planning and response activities and forums.

· Supervises Emergency Preparedness staff.

· Develops, prepares and delivers educational presentations to businesses, residents and City employees.

· Develops campaigns and prepares displays for community events; represents the City of Bellevue at safety fairs and home shows to increase awareness of emergency preparedness.

· Creates partnerships with various community associations and organizations.

· Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of the Fire Chief.

Exercises supervision over the Emergency Preparedness Coordinator and administrative staff.

EDUCATION AND EXPERIENCE REQUIREMENTS

Graduation from an accredited four-year college or university with a degree in Communications, Psychology, Business or Public Administration or related field.

Five or more years of progressively responsible related experience in community outreach or public relations programs as well as supervisory experience.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Certified Emergency Manager status preferred.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS

Extensive knowledge of emergency management programs, practices, resources, agencies and personnel.

Knowledge of the Incident Command System.

Knowledge of all federal and state requirements regarding emergency operations plans and programs, as well as professional standards for the emergency management industry.

Skill in developing and facilitating team-oriented organizations.

Ability to:

· Effect cooperation from all City departments and harness the resources of all segments of the community for emergency response use (e.g.: schools, businesses, utilities, social service agencies, etc.),

· Speak effectively before groups,

· Teach a wide variety of technical concepts to audiences ranging from laypeople to professional technicians and top level executives,

· Communicate effectively through written correspondence, staff reports and management briefings,

· Develop and implement policies and procedures for emergency planning, emergency management training and education, and emergency preparedness activities with all City departments and a wide variety of public and private agencies,

· Mange the people and resources necessary for effective emergency response and recovery programs,

· Make funding decisions and recommendations, manage a budget and obtain grant assistance,

· Plan, organize, delegate and follow up on work,

· Provide leadership, counsel, motivation and constructive performance reviews to staff and volunteers, securing their respective commitments to the City and department's goals.
